LegCo to enhance the recognition for Associate Degree qualification for appointment to the Secretariat

The following is issued on behalf of the Legislative Council Secretariat:

     To enhance the recognition for Associate Degree (AD) qualification for appointment to the Legislative Council (LegCo) Secretariat (the Secretariat), the LegCo Commission has endorsed the granting of an incremental credit of one salary point to successful candidates who have attained AD qualification or above for appointment to grades requiring two passes in the Hong Kong Advanced Level Examination plus three credits in the Hong Kong Certificate of Education Examination (also known as "2A3O") in the Secretariat. This new measure will be implemented through a pilot scheme for appointment to a newly created grade of Assistant Visitor Services Officer (AVSO) in the Secretariat.

     A newly appointed AVSO will be entered at point 8 of the Master Pay Scale (MPS) and offered at $14,065 per month (increasing by seven annual increments to $20,950). Under this new scheme, successful candidates who have attained AD qualification or above for appointment to AVSOs will be granted an incremental credit of one salary point above the entry point and entered at MPS point 9 ($14,975).

     Secretary General of the Secretariat, Ms Pauline Ng Man-wah, said that the Secretariat has been exploring the possibilities of providing more job opportunities for AD graduates to recognise their qualification. She believed that the new scheme would be an effective way to promote the recognition of AD qualification and encourage high calibre AD graduates to join the Secretariat. With relevant training and accumulation of work experience, these AVSOs would become a pool of staff members capable of taking up jobs at the elementary management level of other grades in the Secretariat. This would further enhance the standard of the Secretariat's support services for the LegCo and LegCo Members.

     "A review of the scheme will be conducted after the recruitment exercise to assess its effectiveness, and a staff consultation will be undertaken to consider the applicability of the incremental credit arrangement to other 2A3O grade of the Secretariat," Ms Ng added.

     The Secretariat is now conducting a recruitment exercise for a team of nine AVSOs. They will be responsible for providing a series of new services to visitors upon the commissioning of the LegCo Complex at Tamar which will commence operation later this year. The duties of AVSOs include conducting guided tours, introducing facilities in the LegCo Complex to visitors and administering the daily operation of the Souvenir Shop.
