The Government announced today (April 21) the appointment of two new members and the re-appointment of 15 incumbent members to the Lump Sum Grant Steering Committee (LSGSC), as well as the appointment of two new members and the re-appointment of the chairman, the vice-chairman and four incumbent members to the Lump Sum Grant Independent Complaints Handling Committee (ICHC) for a term of two years with effect from April 22, 2011.
The LSGSC is chaired by the Director of Social Welfare and comprises 17 non-official members. Five of them are independent members and the remaining 12 members have a background related to the Lump Sum Grant Subvention System (LSGSS), such as non-governmental organisations' (NGOs') management, service users and staff unions.
The two new members of the LSGSC are Miss Marie So Tze-kwan and Ms Sania Yau Sau-wai.
Miss Marie So Tze-kwan is a co-founder of two social enterprises, namely the Shokay International Group and Ventures in Development. She is dedicated to serving the community, especially the underprivileged.
Ms Sania Yau Sau-wai is the Chief Executive Officer of the New Life Psychiatric Rehabilitation Association. She has rich experience in social work profession and social welfare administration, and is active in promoting the development of mental health services.
Fifteen incumbent members, namely Ms Teresa Au Pui-yee, Mr Chan Bing-woon, Professor Andrew Chan Chi-fai, Ms Chang Siu-wah, Mr Cheung Chi-wai, Mr Cheung Kwok-che, Ms Christine Fang Meng-sang, Mr Frederick Lai Wing-hoi, Dr Lam Ching-choi, Mr Lam Kwok-keung, Mrs Julie Lee Lau Chu-lai, Mr Tung Chi-fat, Mr Charles Yang Chuen-liang, Mr Nelson Yip Siu-hong and Mr Yu Chi-ming, have been re-appointed.
All non-official members are appointed to the LSGSC on an ad personam basis. The LSGSC also comprises a representative each from the Labour and Welfare Bureau and the Social Welfare Department (SWD) as official members.
As for the ICHC, the two new members are Mr Albert Wong Shun-yee and Ms Hung Wing-chee.
Mr Albert Wong Shun-yee is the Head, Policy and Industrial Affairs of the Cathay Pacific Airways Limited. He is also a member of the Appeal Tribunal Panel (Buildings) and Islands District Council. His experience in personnel management will be useful for handling complaints made to the ICHC.
Ms Hung Wing-chee is the Principal of Caritas Chai Wan Marden Foundation Secondary School. She is also a member of the Advisory Committee of the Partnership Fund for the Disadvantaged.
Mr Herman Hui Chung-shing and Mr Tony Yen Yuen-ho have been re-appointed as the Chairman and the Vice-Chairman respectively. Four incumbent members, namely Dr David Dai Lok-kwan, Dr Maria Lee Lai-wan, Mr Robert Tai Yiu-wah and Ms Marina Wong Yu-pok, have also been re-appointed.
The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments. He said, "I am confident that the Steering Committee will continue to lead the sector in the development of the LSGSS, and that the Independent Complaints Handling Committee, under the leadership of Mr Hui and Mr Yen, will ensure that any complaints will be handled in a fair and efficient manner."
Mr Cheung also thanked the two outgoing members of the LSGSC, namely Mr Tony Tse Ping-kin and Dr Miranda Chan Lai-foon, as well as the two outgoing members of the ICHC, namely Mr Lai Kam-tong and Mr Kevin Lau Kin-wah, for their contribution to the work of the two committees.
The LSGSC was reconstituted in April 2009 to strengthen its role and composition as recommended by the Review Report on the LSGSS issued in December 2008. Apart from monitoring the implementation of the LSGSS and identifying areas for improvement, it also monitors the implementation of the recommendations in the Review Report on the LSGSS and facilitates sharing of information and experience relating to the implementation of LSGSS among the SWD, NGOs, their staff and service users under the LSGSS.
The ICHC was set up in April 2009 according to the recommendation of the Review Report on the LSGSS. The ICHC handles LSGSS-related complaints that cannot be dealt with satisfactorily by subvented NGOs. It also relays decisions and recommendations to the SWD for appropriate follow-up action to enhance the LSGSS.
