LegCo to continue debate on Appropriation Bill 2011

The following is issued on behalf of the Legislative Council Secretariat:

     The Legislative Council will hold a meeting this Wednesday (April 13) at 11am in the Chamber of the Legislative Council Building. During the meeting, Members will continue the Second Reading debate on the Appropriation Bill 2011 and Government officials will speak on the Bill.

     If this Bill is supported by Members and receives its Second Reading, it will go to the Committee Stage, during which the Financial Secretary, Hon Fred Li, Hon James To, Hon Albert Chan, Hon Cheung Kwok-che, Hon Wong Yuk-man, Hon Alan Leong, Hon Cheung Man-kwong, Hon Lee Wing-tat and Hon Cyd Ho will move totally 17 amendments.

     The Financial Secretary will move an amendment to increase head 106 by $7,100,000,000 in respect of subhead 789.

     Hon Fred Li will move an amendment to reduce head 22 be reduced by $1,300,000 in respect of subhead 000.

     Hon James To will move three amendments to reduce head 122 by $46,060,000 and $18,506,805 in respect of subhead 000; and reduce head 122 be reduced by $80,000,000 in respect of subhead 103.

     Hon Albert Chan will move six amendments to reduce head 138 by $3,000,000; head 141 by $2,900,000; head 144 by $234,900,000 and $1,900,000; head 152 by $1,900,000 and head 158 by $1,900,000 in respect of subhead 000.

     Hon Cheung Kwok-che will move an amendment to reduce head 141 by $281,666 in respect of subhead 000.

     Hon Wong Yuk-man will move an amendment to reduce head 142 by $85,899,000 in respect of subhead 000.

     Hon Alan Leong will move an amendment to reduce head 142 by $302,500 in respect of subhead 000.

     Hon Cheung Man-kwong will move an amendment to reduce head 142 by $241,666 in respect of subhead 000.

     Hon Lee Wing-tat will move an amendment to reduce head 158 by $281,666 in respect of subhead 000.

     Hon Cyd Ho will move an amendment to reduce head 160 by $1,984,200 in respect of subhead 000.

     After going through the Committee Stage, the Bill will be read the third time.

     In addition, the Dutiable Commodities (Amendment) Bill 2011 and the Motor Vehicles (First Registration Tax) (Amendment) Bill 2011 will be introduced into the Council for First and Second Readings. Second Reading debate on the bills will be adjourned.

     On Members' motions, Hon Miriam Lau will move a resolution under the Interpretation and General Clauses Ordinance to extend the period of amending the Declaration of Constituencies (District Councils) Order 2011 and the Fisheries Protection (Specification of Apparatus) (Amendment) Notice 2011 laid on the table of the Legislative Council on March 30, 2011, to the meeting of May 18, 2011.

     Hon Miriam Lau will also move a motion under Rule 49E(2) of the Rules of Procedure. The motion states: "That this Council takes note of Report No. 19/10-11 of the House Committee laid on the table of the Council on April 13, 2011 in relation to the subsidiary legislation and instrument(s) as listed below:

(1) Securities and Futures Ordinance (Amendment of Schedule 5) Notice 2011; and  

(2) Securities and Futures (Financial Resources) (Amendment) Rules 2011."

     During the meeting, Members will also ask the Government 20 questions on various policy areas, all of which require written replies.
