Appointments to Community Investment and Inclusion Fund Committee

     The Government announced today (March 11) the appointment of the vice-chairperson and six new members, as well as the re-appointment of 10 incumbent members, to the Community Investment and Inclusion Fund (CIIF) Committee for a term of two years with effect from April 1.

     The new vice-chairperson, Professor Joe Leung Cho-bun, is Professor of Social Work and Social Administration at the University of Hong Kong.  He has been a member of the CIIF Committee since 2007 and the chairperson of the CIIF Sub-committee on Assessment and Evaluation since July 2008.  He has a solid knowledge of social capital and is strongly committed to the work of the CIIF.

     The six new members are Dr Helen Chan Wing-mui, Mr Vincent Cheng Wing-shun, Mr Andrew Kam Min-ho, Ms Adela Lai Shuet-fun, Ms Lilian Law Suk-kwan and Dr Ricky Szeto Wing-fu.

     Dr Helen Chan Wing-mui is a former Assistant Director in the Immigration Department.  She has now retired and is highly dedicated to community work and voluntary service.

     Mr Vincent Cheng Wing-shun is the Business Development Manager of a real estate and marketing company.  He is also a Sham Shui Po District Councillor and has been extensively involved in community service.

     Mr Andrew Kam Min-ho is the Managing Director of the Hong Kong Disneyland.  He has been actively promoting the participation of the business sector in CIIF-funded projects and is currently a member of Social Capital . Net (SC . Net) Task Force under the CIIF.

     Ms Adela Lai Shuet-fun is the Cluster General Manager (Nursing and Community Health) of the Kowloon West Cluster of the Hospital Authority.  She has actively encouraged the medical sector to participate in CIIF-funded projects in supporting the elderly in the community and promoting the medical-welfare-community partnership model.  She is also a member of SC . Net Task Force under the CIIF.  

     Ms Lilian Law Suk-kwan is the Executive Director of the Boys' and Girls' Clubs Association of Hong Kong and is very supportive of the work of the CIIF.  She is also a member of the Traffic Accident Victims Assistance Advisory Committee, Antiquities Advisory Board and Transport Advisory Committee.

     Dr Ricky Szeto Wing-fu is the Executive Director of the Hung Fook Tong Holdings Limited.  He has been actively promoting cross-sectoral collaboration to provide support services for youth employment and development.  He is also a SC . Net member under the CIIF.

     Ten incumbent members, namely Mr David Chan Wai-ming, Ms Chau Chuen-heung, Mr Chia Kok-onn, Dr Alice Chong Ming-lin, Mr Lai Chi-tong, Dr Kevin Lau Kin-wah, Professor Albert Lee, Ms Lui Oi-ling, Dr Stanley Ma Ching-hing and Ms Gabriella Wong Siu-ling have been re-appointed.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments.  He said, "I am most pleased to see a good mix of committee members from different sectors.  This  testifies to the cross-sectoral collaboration that the committee seeks to promote."

     Mr Cheung also thanked the outgoing vice-chairperson Ms Sophia Kao Ching-chi and members Mr Tony Chow Ching-lam, Mr Kwan Chuk-fai, Dr Lam Ching-choi, Ms Betsy Lau Ka-shi and Mr Stephen Ng Chi-wing for their contribution to the work of the committee.

      The $300-million CIIF was established in 2002 to provide seed funding to support projects aimed at developing social capital and fostering mutual support in the neighbourhood through cross-sectoral collaboration.  The CIIF committee is tasked to advise the Government on the development of social capital in Hong Kong as well as handle applications for funding under the CIIF.
