Broadcasting Authority's deliberations in February

The following is issued on behalf of the Broadcasting Authority:

     This press release summarises the outcome of the Broadcasting Authority (BA)'s deliberations in February 2011:

     In February, the BA approved an application by TTV Asia Limited for an "other licensable television programme service licence" for the provision of hotel television programme services in Hong Kong. The period of validity of the licence is 12 years, from February 21, 2011 to February 20, 2023 (both dates inclusive). With this newly-approved licence, there are now 27 "other licensable television programme service" licensees providing services to more than 80 hotels in Hong Kong.

     The BA also considered three complaints in respect of licensees' compliance with the codes of practices on programme and advertising standards ¡V

(a) a public complaint against the television programme "Today's News" broadcast on the TVS Channel of Asia Television Limited (ATV) on August 13 and 14, 2010. The BA decided that ATV should be advised to observe more closely the relevant provisions in the Generic Codes of Practice on Television Programme (TV Programme Code) and Advertising Standards (TV Advertising Code);

(b) a public complaint against the television programme "TVS News" broadcast on TVS Channel of ATV on August 13 and 14, 2010.  The BA decided that ATV should be advised to observe more closely the relevant provisions in the TV Programme and TV Advertising Codes;

(c) a member of the public was dissatisfied with the decision of the Commissioner for Television and Entertainment Licensing (CTEL) on the complaint about the television programme "To Experience the Taste of Tai Pan 2010" broadcast on the Jade and HD Jade Channels of Television Broadcasts Limited (TVB) on September 6 to 10, and 13 to 14, 2010. The BA decided that TVB should be warned to observe more closely the relevant provision in the TV Advertising Code.

     The BA noted that in January 2011, CTEL dealt with 104 cases (124 complaints) under its delegated authority, of which seven cases (seven complaints) were classified as minor breaches and 42 cases (52 complaints) were unsubstantiated.  The remaining 55 cases (65 complaints) were held to be outside the ambit of the Broadcasting Authority Ordinance. The monthly complaint figures dealt with by CTEL from January 2010 to January 2011 are shown in Figure 1.  A chart showing the respective nature of the unsubstantiated complaints classified by CTEL in January 2011 is at Figure 2.  A chart showing the respective nature of complaints which were classified as minor breaches is at Figure 3.  Further information about the complaints is available at the BA website (www.hkba.hk).
