In an award presentation ceremony held today (February 15), the Hong Kong Housing Authority (HA) presented 17 prizes to 11 estate management services contractors in recognition of their outstanding performance in the past year.
Officiating at the Estate Management Services Contractors Awards 2010 ceremony, Permanent Secretary for Transport and Housing (Housing), Mr D W Pescod said, "Over the years, we have built close ties with our service contractors. Good communications and exchanges are imperative to strengthening our partnership and improving our estate management services."
To that purpose the HA has organised various workshops and seminars for its property services agents (PSA) and cleansing and security contractors, he said.
The HA started to outsource the management of its housing estates in 1999. Currently, more than half of its public rental housing estates are managed by PSAs. By leveraging the private sector's resources and experience in managing private properties, the HA seeks to raise the level of its estate management services and to provide a safe and pleasant living environment for its tenants.
The HA reviews its outsourcing strategy regularly and monitors the performance of its contractors closely to ensure their delivery of quality services. An enhanced PSA Performance Assessment System is currently on trial in 46 public rental housing estates. Upon completion of the trial run, the HA will evaluate the results and consult the PSAs before full implementation of the enhanced monitoring system.
The Estate Management Services Contractors Awards is organised annually to give due recognition to those service contractors with excellent performance, encouraging them to make continuous improvement and provide better management services to residents. The award winners were determined based on the scores given by the assessment panel, feedback from the Estate Management Advisory Committees and the results of random surveys conducted among the residents.
The award winners are Creative Property Services Consultants Ltd, Hong Kong Housing Society, China Overseas Property Services Ltd, Top One Ltd, Chun Wui Kee Co. Ltd, Man Shun Hong Kong and Kowloon Cleaning Co. Ltd, Yee Tai Cleaning Company, Professional Security Services Ltd, Fidelity Property Management Ltd, Hong Yip Service Co. Ltd and Wilson Parking (HK) Ltd. The estates managed by the winners of "Best Public Rental Housing Estate (Property Services)" include Po Tin Estate, Po Tat Estate, Ching Ho Estate, Pak Tin (Phases 4 & 5), Ma Tau Wai Estate and Tai Hang Tung Estate.
