Traffic arrangements for Lunar New Year Fairs

     Police will implement special traffic arrangements and crowd management measures in various districts to facilitate members of the public going to the Lunar New Year Fairs.

     A Police spokesman said the primary objective of those measures was to ensure public safety.

     He also said that Police would not tolerate troublemakers whose act would cause danger to themselves and other members of the public.

     "Police will issue verbal advice and warnings to troublemakers and take enforcement actions when they do not take heed of these advice and warnings."

     Member of the public were also reminded that they should avoid discharging aerosol spray in crowded places as it would cause a potential danger to the public.

     Anyone who discharges fireworks will be arrested.

     "For the sake of their own safety, fair-goers should be considerate, courteous, patient and exercise restraint especially in crowded places," he appealed.
 
     Fair-goers should pay attention to the directional signs erected and also follow instructions given by Police officers. If situation so warrants, Police may direct fair-goers from crowded places and implement a queuing system.
 
     Fair-goers should also take good care of their personal property and their accompanying children and elderly.

     Members of the public should not hesitate to report crimes and missing person cases to report centres or duty Police officers at the scene.

     Turning to the traffic arrangements, the spokesman urged the public to make full use of public transport.

     As a number of roads will be closed, motorists were requested to avoid going to Causeway Bay if possible.

     He warned illegal parking and waiting would be severely dealt with.

     "Vehicles illegally parked will be towed away without prior notice," he added.

     He also reminded MTR passengers not to use MTR stations as meeting places and not to bring metallic balloons.

     "Public pay phones inside busy MTR stations will be suspended," the spokesman said, adding that some entrances/exits in some busy MTR stations would be closed or changed to one-way IN or one way OUT.

     "This is especially so in Causeway Bay and Tin Hau MTR Stations in the Lunar New Year's Eve," the spokesman added.

     "Passengers should follow directional signs put up at those entrances/exits and inside the MTR stations, and should at all times follow instructions of Police officers and MTRC staff," he noted.

Victoria Park
---------------

(A) The following traffic arrangements will be implemented from January 28 to 30:

Pedestrianisation (from 4pm to midnight on January 28 and from noon to midnight on January 29 and 30):

1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.

Road closures:

The following roads may be closed depending on the crowd and traffic situation.

1. Sugar Street;
2. A section of northbound Gloucester Road between Causeway Road and Great George Street;
3. A section of Hing Fat Street between Causeway Road and Lau Sin Street will be restricted for all vehicles except franchised buses and green mini-buses;
4. Great George Street;
5. Paterson Street;
6. Cleveland Street;
7. A section of northbound Gloucester Road between Great George Street and Causeway Bay Flyover (northbound Tai Hang Flyover will remain open unless the crowd situation warrants the closure);
8. Kingston Street;
9. Lockhart Road east of Percival Street;
10. Jaffe Road east of Percival Street;
11. Cannon Street; and
12. A section of southbound Gloucester Road between Causeway Road and Causeway Bay Flyover.

(B) The following traffic arrangements will be implemented from January 31 to February 1:

Pedestrianisation (from 4pm to 3am the following day):

1. Lockhart Road east of Cannon Street;
2. East Point Road; and
3. Great George Street west of Paterson Street.

Suspension of parking spaces:

     Hing Fat Street Public Carpark parking spaces will be suspended from 2pm on February 1 to 10am on February 3 for use by emergency services vehicles.

Road closures (from 4pm and as necessary):

1. Sugar Street;
2. A section of northbound Gloucester Road between Causeway Road and Great George Street;
3. A section of Hing Fat Street between Causeway Road and Lau Sin Street will be restricted for all vehicles except franchised buses and green mini-buses;
4. Great George Street;
5. Paterson Street;
6. A section of Cleveland Street between Gloucester Road and Kingston Street;
7. A section of northbound Gloucester Road between Great George Street and Causeway Bay Flyover (northbound Tai Hang Flyover will remain open unless the crowd situation warrants the closure);
8. Kingston Street;
9. Lockhart Road east of Percival Street;
10. Jaffe Road east of Percival Street;
11. Cannon Street; and

(C) The following traffic arrangements will be implemented on February 2:

Pedestrianisation (from noon on February 2 to 8am on February 3):

1. Lockhart Road east of Cannon Street;
2. East Point Road;
3. Great George Street west of Paterson Street;
4. Pak Sha Road pedestrianisation zone;
5. A section of Yun Ping Road between Lan Fong Road and Kai Chiu Road;
6. Kai Chiu Road; and
7. Lee Garden Road between Hennessy Road and Pak Sha Road.

Suspension of parking spaces:

     Hing Fat Street Public Carpark parking spaces will be suspended from 2pm on February 1 to 10am on February 3 for use by emergency services vehicles. In addition, all on-street public parking spaces at the following locations will be suspended between 4pm on February 2 and 8am on February 3:

1. The closed roads as mentioned above;
2. Tung Lo Wan Road;
3. A section of Lockhart Road between Canal Road and Cannon Street;
4. A section of Jaffe Road between Canal Road East and Cannon Street;
5. Yun Ping Road; and
6. Tsing Fung Street.

Suspension of Public Light Bus (PLB) stand and taxi stand:

1. The PLB stands at Sugar Street and Paterson Street will be suspended from 4pm on February 2 until further notice.
2. Taxi stands at Paterson Street near Great George Street, Jaffe Road near Percival Street, Lockhart Road near Cannon Street, Lau Li Street, Ngan Mok Street and Electric Road will be suspended from 4pm on February 2 until further notice.

     Learner drivers will be banned from using the following roads from 4pm on February 2 to 8am on February 3:

1. Leighton Road;
2. Tin Lok Lane;
3. Caroline Hill Road;
4. Eastern Hospital Road;
5. Tai Hang Road north of Lai Tak Tsuen Road;
6. Tung Lo Wan Road;
7. Electric Road south of Gordon Road
8. Morrison Hill Road north of Queen's Road East;
9. Hennessy Road;
10. Yee Wo Street;
11. Causeway Road;
12. King's Road;
13. Inner Gloucester Road;
14. Hing Fat Street;
15. Westbound Tin Hau Temple Road west of Cloud View Road; and
16. Eastbound Wan Chai Road.

(D) The following special traffic arrangements will be implemented on February 2 by stages:

Stage I
--------

Road closures (from 4pm and as necessary):
1. Sugar Street; and
2. A section of northbound Gloucester Road between Causeway Road and Great George Street.

Stage II
---------

Road closures (from 5pm and as necessary):

1. Cleveland Street;
2. Kingston Street;
3. Paterson Street;
4. A section of Great George Street between Paterson Street and Gloucester Road;
5. A section of the leftmost lane of Inner Gloucester Road between Gloucester Road Service Road and Cannon Street;
6. Jardine's Bazaar; and
7. A section of Electric Road between Yacht Street and Park Towers (except for access to Park Towers and franchised buses).

Re-routing (from 6pm and as necessary):

     Lau Li Street will be re-routed one-way westbound between Electric Road and Hing Fat Street with no access for public light buses from 6pm.

Further road closures (from 7pm and as necessary except franchised buses, Green Mini-buses and trams):

1. A section of eastbound Hennessy Road between Percival Street and East Point Road;
2. Yee Wo Street;
3. A section of the leftmost lane of Pennington Street between Irving Street and Yee Wo Street;
4. A section of westbound Causeway Road between King¡¦s Road and Moreton Terrace;
5. A section of westbound Hennessy road between Jardine¡¦s Bazaar and Percival Street; and
6. Irving Street

Stage III (from 8pm and as necessary)
------------------------------------

Road closures:

1. Lockhart Road east of Percival Street;
2. Jaffe Road east of Percival Street;
3. Cannon Street;
4. Shelter Street;
5. A section of the leftmost lane of westbound Hennessy Road between Jardine Bazaar and Lee Garden Road; and
6. A section of the leftmost lane of eastbound Hennessy Road and eastbound Yee Wo Street between Lee Garden Road and East Point Road.

Franchised buses arrangements:

     The following bus-stops will be suspended as necessary:
     
1. Outside No. 533 Hennessy Road;
2. Outside No. 1 Yee Wo Street;
3. Outside No. 500 Hennessy Road; and
4. Outside No. 42 Yee Wo Street.

     The bus stop on eastbound Victoria Park Road outside Causeway Bay Typhoon Shelter will be relocated to Wing Hing Street as necessary.

     Franchised buses along westbound King¡¦s Road cannot turn right onto Hing Fat Street and will be diverted to Tsing Fung Street Flyover towards westbound Gloucester Road.

Suspension of tram stops:

     The following tram stops will be suspended:
1. Yee Wo Street opposite Sugar Street and Paterson Street on both directions;
2. Causeway Road near Shelter Street on both directions; and
3. Causeway Road outside the Central Library on both directions.

Green minibus (GMB) and PLB arrangements:

1. PLBs travelling along westbound Causeway Road will be diverted to westbound Leighton Road. PLBs may be banned from entering westbound Causeway Road when necessary. They will be diverted to Tung Lo Wan Road, Moreton Terrace and Leighton Road for Wan Chai and Central area;
2. GMB stands for routes No. 10, 11 and 31 at westbound Jaffe Road near Percival Street will be suspened;
3. GMB stands for routes No. 4A, 4C, 5 at Cannon Street near Jaffe Road will be suspended; and
4. GMB stands for route No. 69X at Lockhart Road near Cannon Street will be suspended.

Phase IV (from 9pm and as necessary)
------------------------------------

Road closures:

1. A section of the left-most lane of westbound Causeway Road between Tung Lo Wan Road (eastern section) and Tung Lo Wan Road (western section);
2. A section of southbound Gloucester Road between Causeway Road and the down ramp of Causeway Bay Flyover;
3. Southbound Tai Hang Road Flyover;
4. Northbound Tai Hang Road Flyover;
5. Northbound Causeway Bay Flyover;
6. A section of southbound Percival Street between Gloucester Road and Hennessy Road; and
7. A section of Hing Fat Street between Causeway Road and Lau Li Street (except franchised buses and GMBs).

Traffic diversions:

1. Traffic along westbound Gloucester Road cannot turn left onto sounthbound Percival Street;
2. Traffic along eastbound Lockhart Road and eastbound Jaffe Road must turn left onto northbound Percival Street;
3. Traffic along eastbound Hennessy Road will be diverted onto southbound Percival Street; and
4. Traffic along Moreton Terrace will be diverted onto westbound Causeway Road.

Re-routing:

     A section of the rightmost lane of southbound Percival Street between Jaffe Road and Lockhart Road will be re-routed to northbound traffic.

Cheung Sha Wan
--------------

     The following traffic measures will be implemented from 8am on February 1 to 8am on February 3 to facilitate a Lunar New Year Flower Fair to be held in Cheung Sha Wan Playground:  

(A) Suspension of parking:
- All metered parking spaces on Hang Cheung Street will be suspended; and
- Vehicles will only be allowed to drop off and pick up passengers on Fat Tseung Street, Fortune Street and Hang Cheung Street. No waiting is allowed and parking will be strictly prohibited.  

(B) Temporary relocation of bus stop:
     The bus stop on Cheung Sha Wan Road outside Cheung Sha Wan Playground will be temporarily set back by five metres from 8am on January 27 to 8am on February 1, and it will be relocated to Cheung Sha Wan Road near Hing Wah Street from 8am on February 1 to 8am on February 3.  

Fa Hui Park
-----------

     The special traffic arrangements to be implemented to facilitate the Lunar New Year Fair at Fa Hui Park are as follows:

(A) Temporary loading and unloading point

- A loading and unloading point will be set up at Tong Yam Street near the junction with Tai Hang Tung Road from 6pm on February 1 to 6am on February 2 and from 2pm on February 2 to 7am on February 3.

(B) Temporary suspension of bus stops

- The bus stops along the following roads will be temporarily suspended from 6pm on February 1 to 6am on February 2 and from 2pm on February 2 to 7am on February 3:

(i)   Eastbound Boundary Street outside Fa Hui Park;
(ii)  Eastbound Boundary Street outside Hong Kong Police Sports and Recreation Club;
(iii) Tai Hang Tung Road near Tat Chee Avenue;
(iv)  Tat Chee Avenue near Osmanthus Road;
(v)   Northbound Embankment Road; and
(vi)  No.191 Prince Edward Road West; and
(vii) Southbound Knight Street.

(C) Temporary relocation of bus stops:

- The following bus stops will be temporarily relocated from 6pm on February 1 to 6am on February 2 and from 2pm on February 2 to 7am on February 3:
(i)  Bus stops on Tung Choi Street outside Mong Kok Police Station will be relocated to Tung Choi Street section between Playing Field Road and Boundary Street; and
(ii) Bus stops on Prince Edward Road West outside the Diocesan Boy¡¦s School will be relocated to Prince Edward Road West outside house no. 211-215 (except Bus Routes 3C, 87D and 281A)

(D) Temporary suspension of minibus stands

- The minibus stands along the following roads will be temporarily suspended from 6pm on February 1 to 6am on February 2 and from 2pm on February 2 to 7am on February 3:

(i)   Boundary Street outside Fa Hui Park;
(ii)  Boundary Street outside Hong Kong Soka Gakkai Institution;
(iii) Tai Hang Tung Road near Tat Chee Avenue;
(iv)  Tat Chee Avenue near Osmanthus Road;
(v)   Northbound Embankment Road; and
(vi)  No.191 Prince Edward Road West.
 
(E) Temporary relocation of minibus stands

- The minibus stop on Tung Choi Street outside Mong Kok Police Station will be temporarily relocated to Tung Choi Street between Playing Field Road and Boundary Street from 6pm on February 1 to 6am on February 2 and from 2pm on February 2 to 7am on February 3.

(F) Temporary taxi stand and suspension of taxi stand

- A temporary taxi stand will be set up at southbound Cumberland Road between Lincoln Road and Boundary Street from 3pm on February 1 to 8am on February 3.
- The taxi stand at Fa Yuen Street near Prince Edward Road West (Service Road) will be suspended and relocated as pick-up and drop-off point from 8am on January 29 to 8am on February 3.

(G) Temporary suspension of parking spaces and motorcycle parking spaces

- The parking spaces and motorcycle parking spaces along the following roads will be temporarily suspended from 3pm on February 1 to 8am on February 3:

(i)   Tong Yam Street;
(ii)  Duke Street between Embankment Road and Knight Street;
(iii) Knight Street near the junction with Duke Street;
(iv)  Belfran Road; and
(v)   Lincoln Road between Cumberland Road and Waterloo Road.

(H) Road closure

     The following road closure will be implemented from 6pm on February 1 to 4am on February 2 and from 2pm on February 2 to 7am on February 3:

- Vehicles along westbound Lincoln Road will not be allowed to turn left into Cumberland Road (except taxis and public light buses);
- Vehicles along Essex Crescent will not be allowed to turn left into southbound Cumberland Road (except residents);
- Vehicles along Embankment Road will not be allowed to turn right into Duke Street (except residents); and
- The cul-de-sac section of Dianthus Road east of Tat Chee Avenue will be closed.

Kwun Tong
---------

     The special traffic arrangements to facilitate the Lunar New Year Fair at Hong Ning Road Recreation Ground are as follows:

1. The following roads will be closed from 8pm on February 1 to 3am on February 2 and 6pm on February 2 to 5am on February 3:

a. Wan Hon Street;
b. Wan Hon Lane;
c. Ngan Yuet Lane;
d. Shui Wo Street;
e. Shui Ning Street;
f. Ka Lok Street;
g. Shung Yan Street;
h. Shung Yan Circuit;
g. A section of Fu Yan Street between Mut Wah Street and Shung Yan Street.

2. On street parking on the above roads will be suspended from 5pm on February 1 to 6am on February 2 and 3pm on February 2 to 6am on February 3.

3. A temporary taxi stand will be established on Yuet Wah Street outside Wo Lok Estate for the duration of the road closures on February 1 and 2.

4. Several bus and PLB routes will be affected by the road closures and some bus stops will be relocated.

Wong Tai Sin
-------------

     A Lunar New Year Fair will be held at Morse Park. The following traffic arrangements will be implemented from 5pm on February 2 to 6am on February 3:

(A) Temporary "No-Stopping" Area:
1. Illegal parking and stopping will be strictly prohibited on Ching Tak Street, Tung Tau Tsuen Road, Shatin Pass Road, Fung Mo Street, Wang Tau Hom East Road, Wang Tau Hom South Road and Wang Tau Hom Central Road.

(B) Suspension of bus stops and public light bus (PLB) stands:
1. Bus stops on southbound Fung Mo Street near Heng Lam Street will be suspended; and
2. PLB stands on southbound Fung Mo Street opposite Fu Mou Street will be suspended.

(C) Temporary taxi drop-off point and taxi stands:
1. A temporary taxi drop-off point will be set up at the lay-by on northbound Ching Tak Street outside Lung Hei House;
2. A temporary taxi stand will be set up at Wang Tau Hom South Road outside Wang Hau House; and
3. The single-lane taxi stand at Ching Tak Street terminus outside Lung Hing House will be divided into two lanes where the left lane will be used for boarding and alighting while the right lane will be used for alighting passengers only.

(D) Traffic diversion:
     PLBs and taxis at Ching Tak Street terminus will not be allowed to turn right into eastbound Ching Tak Street.

     If necessary, the following traffic arrangements will be implemented:
1. Vehicles travelling along westbound Lung Cheung Road will not be allowed to turn left into southbound Ching Tak Street when the situation warrants. Motorists will be diverted to Fung Mo Street and Lung Yin Road;
2. Vehicles travelling along westbound Lung Cheung Road will not be allowed to turn left into southbound Fung Mo Street when the situation warrants. Motorists will be diverted to Lung Yin Road; and
3. A section of Ching Tak Street between Lung Cheung Road and Tung Tau Tsuen Road will be closed when the situation warrants. Motorists along Tung Tau Tsuen Road will be diverted to Shatin Pass Road and Junction Road.

Tsuen Wan
---------

     The following temporary traffic arrangements will be implemented from 6pm on February 1 to 5am on February 2 and from 6pm on February 2 to 5am on February 3 to facilitate the holding of the Lunar New Year Fair at Sha Tsui Road Playground:

Road closure:

     The following roads will be closed to all vehicular traffic:
1. Kai Hong Close;  
2. Kai Chi Close;
3. A section of Hoi Pa Street between Tai Ho Road and Lo Tak Circuit; and
4. The first lane of eastbound Sha Tsui Road between Yuen Tun Circuit and Tai Ho Road.

Suspension of motorcycle parking spaces:
     The motorcycle parking spaces on Kai Hong Close will be temporarily suspended.

Suspension of bus stops:
     Three bus stops on Tai Ho Road outside Princess Alexandra Community Centre will be temporarily suspended from 8pm to midnight on February 1 and from 4pm to midnight on February 2.

Yuen Long
---------

     The following temporary traffic arrangements will be implemented from 9am on January 24 to 7am on February 4 to facilitate the holding of the Lunar New Year Fair at Tung Tau Industrial Area Playground:

(A) Road closure:
1. Keung Yip Street will be closed from 9am on January 24 to noon on February 3;
2. The general loading bays on Wang Lee Street near the Yuen Long Industrial Estate Bus Terminus will be closed to all vehicular traffic (except franchised buses) from 5pm on February 1 to 7am on February 3;
3. The following roads will be closed from 5pm on February 2 to 7am on February 3:
- A section of Hong Yip Street between Wang Yip Street West and Wang Yip Street East (except franchised buses);
- A section of Hong Yip Street between Po Yip Street and Wang Yip Street East;
- Wang Yip Street East; and
- Wang Yip Street South.

(B) Traffic diversion:
     A section of Hong Yip Street between Po Yip Street and Yuen Long Kau Hui Road will be re-routed to one-way eastbound from 8pm on February 2 to 7am on February 3.

(C) Suspension of parking spaces
1. Car park on Fuk Wang Street will be suspended from 5pm to 7am on the following day from February 1 to 3;
2. Parking spaces on the following roads will be suspended from 8pm to 7am on the following day from February 1 to 3:
- Fu Yip Street;
- Hong Yip Street;
- Tak Yip Street;
- Wang Lok Street;
- Po Yip Street;
- Wang Yip Street East slip road near Tsun Mee Industrial Building; and
- Wang Yip Street West.

(D) Temporary taxi stand
     Temporary taxi pick up/drop off point will be designated on Po Yip Street opposite to the Tung Tau Industrial Area Playground from 5pm on February 2 to 7am on February 3.
