The Secretary for Constitutional and Mainland Affairs, Mr Stephen Lam, met the Vice Chairman of the National Development and Reform Commission, Mr Xu Xianping, this afternoon (November 17) at the Central Government Offices to exchange views on how Hong Kong could best participate in the compilation of the National 12th Five-Year Plan.
