Senior appointments (with photos)

     The Government announced today (November 16) the following senior appointments:

(a) Mr Raymond Wong Hung-chiu, Permanent Secretary for Education, will assume the post of Permanent Secretary for the Civil Service on December 23, 2010;

(b) Mr Andrew Wong Ho-yuen, Permanent Secretary for the Civil Service, will assume the post of Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) on January 17, 2011.  He will succeed Miss Yvonne Choi Ying-pik, who will retire after 37 years of service with the Government;

(c) Mrs Cherry Tse Ling Kit-ching, Commissioner for Labour, will assume the post of Permanent Secretary for Education on December 13, 2010;

(d) Mr Cheuk Wing-hing, ex-Director of Food and Environmental Hygiene, will assume the post of Commissioner for Labour on November 29, 2010; and

(e) Mr Lam Kwok-wah, Staff Officer, Civil Aid Service, will assume the post of Chief Staff Officer, Civil Aid Service on November 22, 2010.  He will succeed Mr Liu Chi-keung, who will retire after 37 years of service with the Government.

     Commenting on the appointments in the Administrative Service, Secretary for the Civil Service, Miss Denise Yue, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills.  I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

     On the retirement of Miss Yvonne Choi Ying-pik, Miss Yue said, "Miss Choi has served with strong drive and dedication in the civil service throughout the years.  She has made exemplary contributions to the development of Hong Kong."

     "During her tenure as Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism), Miss Choi made commendable efforts in formulating various policies and measures to foster a business-friendly environment, thereby enhancing Hong Kong's position as a leading international trade and business centre.  With her sterling efforts, she has made a valuable contribution in developing support measures for our small and medium enterprises in facing global economic challenges, as well as in promoting Hong Kong as a wine trading hub for Asia.  We sincerely wish her a happy retirement."

     Commenting on Mr Lam Kwok-wah's appointment, Miss Yue said, "Mr Lam has proven administrative skills and solid experience in the work of the Civil Aid Service.  I am confident that he will lead the Department to face the challenges ahead and deliver quality service to the public."

     On the retirement of Mr Liu Chi-keung, Miss Yue said, "Mr Liu has served with zeal and commitment in the civil service throughout the years.  As the Chief Staff Officer, Civil Aid Service, Mr Liu has devoted sustained efforts to leading the Department to provide operational control, service training, administrative and logistics support to members of the Civil Aid Service for undertaking a wide range of emergency duties for the community.  We sincerely wish him a happy retirement."

     Brief biographical notes on the seven officers are set out below:

Miss Yvonne Choi Ying-pik

     Aged 59.  Miss Yvonne Choi Ying-pik joined the Government in October 1973.  She served in the Translator, Labour Officer and Trade Officer Grades before joining the Administrative Service at the rank of Administrative Officer Staff Grade C in April 1989.  She rose to her present rank of Administrative Officer Staff Grade A1 in April 2008.

     Miss Choi has served in various bureaux and departments including the Hong Kong Economic and Trade Office in Geneva, the former Economic Services Branch, the former Chief Secretary's Office, the former Official Languages Agency and the former Trade Department. She was Deputy Secretary for Trade and Industry (later renamed Deputy Secretary for Commerce and Industry) from November 1998 to August 2001, Director of Information Services from January 2002 to March 2006, and Permanent Secretary for Commerce, Industry and Technology (Commerce and Industry) from March 2006 to June 2007. She has been Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) since July 2007.

Mr Raymond Wong Hung-chiu

     Aged 53.  Mr Raymond Wong Hung-chiu joined the Administrative Service in August 1980 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2005.

     Mr Wong has served in various bureaux and departments including the Social Welfare Department, the former Home Affairs Branch, the former Health and Welfare Branch, the former City and New Territories Administration, the former Office of Unofficial Members of Executive and Legislative Councils, the former Legal Department, the former Works Branch, the former New Airport Projects Co-ordination Office, the former Security Branch, the former Handover Ceremony Co-ordination Office of the Chief Secretary's Office and the Security Bureau.  He was Commissioner of Customs and Excise from July 2001 to August 2003, Commissioner, Independent Commission Against Corruption from August 2003 to October 2006, and Permanent Secretary for Education and Manpower from November 2006 to June 2007.  He has been Permanent Secretary for Education since July 2007.

Mr Andrew Wong Ho-yuen

     Aged 51.  Mr Andrew Wong Ho-yuen joined the Administrative Service in August 1982 and rose to his present rank of Administrative Officer Staff Grade A1 in September 2006.

     Mr Wong has served in various bureaux and departments including the former City and New Territories Administration, the former Office of Unofficial Members of the Executive and Legislative Councils, the former Education and Manpower Branch, the former Trade Department, the Hong Kong Economic and Trade Office in Geneva, the former Chief Secretary's Office (later renamed Chief Secretary for Administration's Office) and the Hong Kong Economic and Trade Office in Brussels. He was Director of Administration from August 2000 to March 2004, Special Representative for Hong Kong Economic and Trade Affairs to the European Communities from March 2004 to July 2005, and Permanent Secretary, Chief Executive's Office from August 2005 to January 2006. He has been Permanent Secretary for the Civil Service since February 2006.

Mrs Cherry Tse Ling Kit-ching

     Aged 48.  Mrs Cherry Tse Ling Kit-ching joined the Administrative Service in August 1984 and rose to her present rank of Administrative Officer Staff Grade A in April 2008.

     Mrs Tse has served in various bureaux and departments including the former Home Affairs Branch, the former Administrative Service and Information Branch, the former Housing Branch, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the former Trade and Industry Branch, the former Finance Branch, the former Chief Executive (Designate)'s Office and the Trade and Industry Department. She was Deputy Secretary for Education and Manpower from August 2001 to April 2005, Secretary to the Commission on Poverty from April 2005 to August 2006, and Permanent Secretary for Constitutional Affairs from August 2006 to June 2007.  She has been Commissioner for Labour since July 2007.

Mr Cheuk Wing-hing

     Aged 51.  Mr Cheuk Wing-hing joined the Government in June 1981 as an Inspector of Police. He transferred to the Administrative Service in August 1984 and rose to his present rank of Administrative Officer Staff Grade A in April 2010.

     Mr Cheuk has served in various bureaux and departments, including the former Councils and Administration Branch, the former Administrative Services and Information Branch, the former City and New Territories Administration, the Post Office, the former Finance Branch, the former Monetary Affairs Branch, the Hong Kong Economic and Trade Office in London, the Department of Health, the former Civil Service Branch, the former Industry Department, Invest Hong Kong and the Food and Environmental Hygiene Department. He was Director of General Grades from December 2003 to June 2006, Deputy Secretary for Health, Welfare and Food (Food and Environmental Hygiene) (later renamed Deputy Secretary for Food and Health (Food)) from August 2006 to December 2007, and Director of Food and Environmental Hygiene from December 2007 to November 2010.

Mr Liu Chi-keung
----------------

     Aged 59, Mr Liu first joined the Government as an Assistant Training Officer (later regraded as Training Officer and further retitled as Operations and Training Officer) of the Civil Aid Service in August 1973.  He was promoted to Senior Training Officer (later retitled as Senior Operations and Training Officer) in July 1985 and to Principal Operations and Training Officer in October 1997.  He was appointed as Staff Officer in September 2001 and has been the Chief Staff Officer, Civil Aid Service since October 2006.

Mr Lam Kwok-wah
---------------

     Aged 52, Mr Lam first joined the Government as a Training Assistant (later retitled as Operations and Training Assistant) of the Civil Aid Service in September 1978.  He was appointed as Training Officer (later retitled as Operations and Training Officer) in May 1982.  He was promoted to Senior Training Officer (later retitled as Senior Operations and Training Officer) in December 1991 and to Principal Operations and Training Officer in January 2003.  He was appointed as Staff Officer in November 2007.
