The Steering Committee on the Regulation of the Sale of First-hand Residential Properties by Legislation (SC) will complete its work by October 2011 with a view to submitting a report to the Secretary for Transport and Housing.
The SC held its first meeting today (November 15). Members agreed on the timetable for their work and discussed means to expedite actions as far as possible. It also agreed to set up three sub-committees, namely Sub-committee on Property Information and Show Flats, Sub-committee on Sales Arrangements and Practices and Sub-committee on Enforcement Mechanism and Penalties.
The meeting also discussed the terms of reference of the SC and its sub-committees and agreed that they would meet roughly twice a month.
"A number of key areas have to be considered by the SC and its sub-committees, including scope of the legislation, requirements on sales brochures, requirements on price lists, requirements on area information, requirements on sales arrangements and order in the sales offices, requirements on show flats, misrepresentation, requirement on promotional materials, enforcement mechanism and the nature and levels of penalties and the enforcement agency," a spokesman for the Transport and Housing Bureau said.
Chaired by the Permanent Secretary for Transport and Housing (Housing), Mr D W Pescod, the Committee is comprised of the following members:
