CE's statement on initial minimum wage rate

     The Chief Executive, Mr Donald Tsang, today (November 10) issued the following statement on the initial statutory minimum wage rate:

     The Chief Executive-in-Council has accepted the recommendation of the Provisional Minimum Wage Commission to set the initial statutory minimum wage rate at $28 per hour.

     Legislating for a minimum wage is a major labour policy of the current-term Government.  It is also a milestone in our protection of the rights of low-income workers.  I hope the Legislative Council will pass the relevant subsidiary legislation so that it can come into force on May 1 next year as scheduled.  

     The minimum wage rate has been discussed by society for years.  It is a subject of much controversy.  I would like to extend my thanks to the chairperson and members of the Provisional Minimum Wage Commission for their hard work for a long period of time.  Despite tremendous difficulties, the Commission reached a consensus on the initial statutory minimum wage rate, having adopted an evidence-based approach and conducted extensive consultation.  This is a hard-won achievement indeed.

     The statutory minimum wage is new to Hong Kong.  I hope that various sectors will join hands in making the necessary preparation for the implementation of the new legislation in the interest of Hong Kong and for the better protection of low-income workers.

     The implementation of a minimum wage will inevitably have an impact on the labour market and the business environment.  The Labour Department will strengthen employment services for youngsters, middle-aged people and people with disabilities, and formulate guidelines to help employers and employees better understand their respective obligations and entitlements.
