Traffic arrangements for National Day fireworks display (with photos)

     Police will implement special traffic arrangements and crowd management measures on October 1 (Friday) to facilitate members of the public to view the National Day fireworks display.

     Members of the public are advised to make use of public transport as some roads on both sides of Victoria Harbour will be closed to vehicular traffic before and after the event, and parking spaces will also be reduced.

     Police appeal to the public to be considerate and patient, and to follow the advice and instructions given by the Police. To enable smooth passenger flow through Mass Transit Railway (MTR) stations, the public are also advised not to wait at MTR concourses or outside MTR station entrances and exits.

     The public are also reminded to take care of their personal belongings and guard against pickpocketing in crowded places.

     Special traffic measures are as follows:

Hong Kong Island
----------------

(A) Road closures
 
I. The following road closures and diversions will be effective from 5pm before the fireworks display starts:

Central Area
------------
The slip road outside Lower Peak Tram Station leading from Garden Road to World Wild Fund Hong Kong Office will be closed to all vehicular traffic except buses and taxis.

II. The following road closures and diversions will be effective from 7.30pm before the fireworks display starts:

A. Wan Chai North
-----------------
     The following roads or sections of roads will be closed:

1. Tim Mei Avenue;
2. Performing Arts Avenue;
3. Fenwick Pier Street;
4. Lung King Street;
5. Northbound Fenwick Street between Gloucester Road and Harbour Road;
6. Expo Drive;
7. Expo Drive Central;
8. Expo Drive East;
9. Convention Avenue;
10. Harbour Road (westbound Harbour Road between Fleming Road and Fenwick Street will remain open until 8.30pm; and that between Tonnochy Road and Fleming Road will remain open until 8.45pm);
11. Northbound Fleming Road and southbound Fenwick Street between Harbour Road and Gloucester Road will remain open to traffic until 8.30pm. Southbound Fleming Road and northbound Tonnochy Road between Harbour Road and Gloucester Road will remain open to traffic until 8.45pm;
12. Fleming Road Flyover;
13. A section of Tonnochy Road between Harbour Road and Hung Hing Road;
14. A section of Marsh Road between Gloucester Road and Hung Hing Road;
15. Hung Hing Road;
16. Hung Hing Road flyover;
17. Wan Shing Street;
18. Wan Ying Street;
19. Marsh Road flyover; and
20. The access road at eastbound Victoria Park Road leading to Causeway Bay Promenade.

B. Wan Chai South
-----------------

1. Northbound Percival Street between Jaffe Road and Gloucester Road service road may be closed if necessary. Traffic on eastbound Jaffe Road will have to turn right into southbound Percival Street;
2. A section of Marsh Road between Hennessy Road and Lockhart Road will be closed; and
3. A section of Tonnochy Road between Hennessy Road and Lockhart Road will be closed.

III. The following road closures and diversions will be effective from 8pm until it is safe to re-open to normal traffic:

A. Peak Area
------------

1. The uphill section of Stubbs Road beyond the Stubbs Road roundabout will be closed to all goods vehicles with a gross weight over 5.5 tonnes;
2. Northbound Peak Road beyond the car park entrance at the Peak Galleria will be closed except for local residents' vehicles;
3. Only vehicles with permits will be allowed to gain access to Lugard Road and Harlech Road;
4. Mount Austin Road and Barker Road will be closed except for local residentsˇ¦ vehicles; and
5. Lay-bys along a section of Stubbs Road between Peak Road and Stubbs Road roundabout, and a section of Magazine Gap Road between Peak Road and May Road will be coned off.

B. Central Area
---------------
The following roads or sections of roads will be closed:

1. East of Edinburgh Place will be closed to all vehicular traffic except vehicles leaving from City Hall Car Park and Central Barracks;
2. Lung Wo Road;
3. Tim Wa Avenue (except PLA vehicles);
4. A section of Chung Kong Road between Shun Tak Centre and Rumsey Street;
5. Man Kwong Street;
6. Man Chiu Street;
7. Man Fai Street;
8. A section of Man Yiu Street between Man Kwong Street and Man Cheung Street;
9. Rumsey Street flyover extension leading to Man Po Street;
10. Finance Street;
11. Edinburgh Place;
12. Star Ferry Concourse; and
13. Loading and unloading area outside Central Ferry Piers, 7, 8 and 9.

C. Wan Chai South
------------------

1. If necessary, a section of Gloucester Road service road between Percival Street and Canal Road West may be closed at short notice;
2. If necessary, traffic on westbound Gloucester Road may be banned from turning into Gloucester Road service road at the junction with O'Brien Road at short notice; and
3. If necessary, a section of southbound Percival Street between Gloucester Road service road and Lockhart Road may be closed at short notice. Traffic on eastbound Jaffe Road will be diverted via Canal Road West into Gloucester Road service road.

IV. The following road closures and diversions will be effective from 8.30pm until it is safe to re-open to normal traffic:

Wan Chai North
--------------

A section of westbound Harbour Road between Fleming Road and Fenwick Street will be closed.   

V. The following road closures and diversions will be effective from 8.45pm until it is safe to re-open to normal traffic:

Wan Chai South
--------------

Tonnochy Road Flyover and a section of Tonnochy Road between Gloucester Road and Harbour Road will be closed.

VI. The following road closures and diversions will be effective from 8.55pm (during the fireworks display):

Eastern District
---------------

1. Traffic on westbound Island Eastern Corridor between Victoria Park Road and Man Hong Street except franchised buses will be held;
2. Vehicles travelling along westbound Island Eastern Corridor will be diverted into Man Hong Street; and
3. Slip roads leading to westbound Island Eastern Corridor from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic.

VII. Road closures will be implemented 15 minutes before the display finishes to facilitate the dispersal of crowds:

1. A section of Fleming Road between Gloucester Road and Hennessy Road;
2. A section of Lockhart Road between Percival Street and Luard Road;
3. A section of Jaffe Road between Percival Street and Luard Road;
4. Oˇ¦Brien Road;
5. Stewart Road;
6. A section of Tonnochy Road between Gloucester Road and Lockhart Road;
7. A section of Marsh Road between Gloucester Road and Lockhart Road;
8. A section of Canal Road West between Gloucester Road and Hennessy Road; and
9. A section of Canal Road East between Gloucester Road and Hennessy Road.

(B) Suspension of parking spaces, parking meter spaces and motorcycle parking spaces

I. All on-street parking meter spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 4pm until 10pm.

II. The parking spaces, parking meter spaces and motorcycle parking spaces (including disable parking spaces) at the following locations will be suspended from 5pm until 10.30pm:
1. Lung King Street;
2. Hung Hing Road;
3. Expo Drive East;
4. Edinburgh Place;
5. Gloucester Road service road;
6. A section of Stewart Road between Jaffe Road and Gloucester Road service road;
7. A section of the northern side of Jaffe Road between Fleming Road and Stewart Road;
8. A section of Marsh Road between Hennessy Road and Lockhart Road;
9. A section of Jaffe Road between Percival Street and Luard Road;
10.  A section of Lockhart Road between Percival Street and Luard Road;
11.  Canal Road East; and
12.  Tonnochy Road.

(C) Suspension of taxi stands
I. The slip road outside Lower Peak Tram Station will be suspended between 5pm and 10.30pm. A temporary taxi stand will be designated at the lay-by on Garden Road outside Lower Peak Tram Station.

II. The following taxi stands will be suspended from 7.30pm until the road closure is lifted:
1. Expo Drive East;
2. Tim Mei Avenue;
3. Harbour Road; and
4. Wan Chai Ferry Pier Transport Interchange.

III. The following taxi stands will be suspended between 7pm and 10.30pm:
1. Outside Central Ferry Piers No. 6, 7 & 8;
2. Man Kwong Street;
3. Edinburgh Place;
4. A section of Jaffe Road between Percival Street and Canal Road East;
5. Lockhart Road near O'Brien Road
6. Lockhart Road before junction with Marsh Road;
7. Stewart Road; and
8. Tonnochy Road.

(D) Suspension of Public Light Bus (PLB)/ Green Minibus stands

1. The PLB stand at Lockhart Road near Canal Road West will be suspended from 8pm to 10.30pm.

2. The Green Minibus stands at Edinburgh Place, Man Kwong Street outside Central Ferry Pier, Hong Kong Station Green Minibus Terminus, Lockhart Road east of Percival Street, Jaffe Road east of Percival Street, Cannon Street, and Stewart Road will be suspended from 8pm to 10.30pm.

(E) Suspension of carparks

1. Due to the above road closures, vehicles parked in various carparks within the closed areas will not be permitted to leave or enter these carparks during the road closures until the roads are re-opened for traffic.

2. The carparks on a section of westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.

Tsim Sha Tsui

(A) Road closures / diversions

I. Traffic arrangements starting from 6pm:

1. Westbound Hung Hom Bypass starting from its junction with Hung Hom Road will be closed;
2. Southbound Hung Hom Bypass starting from its junction with Metropolis Drive will be closed;
3. Eastbound Hung Hom Bypass starting from its junction with Mody Lane will be closed;
4. Westbound Salisbury Road between Hung Hom Bypass and Chatham Road South will be closed;
5. the U-loop lead-way on Salisbury Road outside Hotel Nikko Hong Kong will be closed;
6. Southbound Salisbury Road starting from Hong Chong Road, and its elevated road will be closed;
7. Hong Wan Path will be closed;
8. Mody Lane will be closed;
9. Traffic along southbound Hung Hom Road will be directed to Cheong Tung Road South roundabout;
10. Traffic along eastbound Metropolis Drive cannot turn right to southbound Hung Hom Bypass;
11. Traffic along southbound Princess Margaret Road Link will be diverted to turn right to westbound Metropolis Drive;
12. Traffic along eastbound Salisbury Road cannot enter northbound Mody Lane and eastbond Hung Hom Bypass;
13. Traffic along eastbound Salisbury Road cannot u-turn to westbound Salisbury Road via the slip road outside Nikko Hotel;and
14. Traffic along Mody Road cannot turn onto Mody Lane;

II. Traffic arrangements starting from 7pm:

1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed;
2. Southbound Kowloon Park Drive will be restricted for the use of franchised buses and minibuses only;
3. Ashley Road, Hankow Road, Lock Road, Bristol Avenue, Hanoi Road, Hart Avenue, Minden Row, Blenheim Avenue, Middle Road, Science Museum Path, Granville Square, Hau Fook Street, Cameron Lane, Cameron Road, Prat Avenue, Humphreys Avenue, Minden Avenue, Peking Road, Ichang Street and Haiphong Road will be closed;
4. A section of northbound Nathan Road between Bowring Street and Salisbury Road will be closed;
5. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed;
6. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound;
7. A section of Carnarvon Road between Granville Road and Nathan Road will be closed;
8. A section of northbound Chatham Road South between Granville Road and Salisbury Road will be closed;
9. A section of southbound Chatham Road South between Mody Road and Salisbury Road will be closed;
10. A section of Granville Road between Chatham Road South and Science Museum Road will be re-routed to one way eastbound and restricted for the use of franchised buses and minibuses only;
11. A section of Mody Road between Chatham Road South and Nathan Road will be closed;
12. A section of westbound Mody Road between Chatham Road South and Science Museum Road will be closed;
13. A section of eastbound Salisbury Road between Canton Road and Science Museum Road will be closed;
14. A section of westbound Salisbury Road between Kowloon Park Drive and Chatham Road South will be closed;
15. An unnamed access road between Austin Road West and West Kowloon Waterfront Promenade will be closed;
16. Franchised buses along southbound Nathan Road will be diverted to turn right to westbound Public Square Street or Jordan Road;
17. Franchised buses along southbound Chatham Road South will be diverted to turn left to eastbound Granville Road;
18. Traffic along southbound Canton Road will be diverted to u-turn to northbound Canton Road outside China Hong Kong City;
19. Traffic along northbound Kowloon Park Drive cannot turn to southbound Canton Road;
20. Traffic along southbound Nathan Road will be diverted to turn left to eastbound Granville Road;
21. Traffic along southbound Chatham Road South cannot turn right to westbound Cameron Road;
22. Ttaffic along southbound Chatham Road South will be diverted to turn left to eastbound Mody Road;
23. Traffic along northbound Carnarvon Road cannot turn left to westbound Kimberley Road;
24. Traffic along Science Museum Road cannot turn to westbound Mody Road;and
25. Traffic along Hong Tat Path cannot turn to Science Museum Path.

III. Traffic arrangements starting from 7.30pm:

1. Kowloon Park Drive will be closed;
2. A section of Salisbury Road between Canton Road and Kowloon Park Drive will be closed;
3. Star Ferry Bus Terminus will be closed; and
4. Franchised buses and minibuses cannot enter southbound Kowloon Park Drive.

IV. Traffic management starting from 8pm:

1. A section of Austin Road West between Wui Man Road and Nga Cheung Road will be closed;
2. A section of Nga Cheung Road Flyover between Kowloon Station Private Road (North) (podium level)and its exit on Austin Road West will be closed;
3. A section of Lin Cheung Road between Wui Cheung Road and Austin Road West will be closed;
4. A section of Nga Cheung Road between Station Perimeter Road (South) (Ground Level) and Austin Road West will be closed;
5. Traffic along southbound Nga Cheung Road will be diverted to turn left to eastbound Station Perimeter Road (South);
6. Traffic along westbound Station Perimeter Road (South) will be diverted to turn right to northbound Nga Cheung Road;
7. Traffic along southbound Nga Cheung Road Flyover will be diverted to turn left to eastbound Kowloon Station Private Road (North) (Podium Level);
8. Traffic along westbound Kowloon Station Private Road (North) (Podium Level) will be diverted to turn right to northbound Nga Cheung Road Flyover;
9. Traffic along westbound Wui Cheung Road will be diverted to turn right to northbound Lin Cheung Road;
10. Trafffic along southbound Lin Cheung Road will be diverted to turn left to eastbound Wui Cheung Road;
11. Traffic along westbound Austin Road West will be diverted to turn right to northbound Wui Man Road;and
12. Traffic along southbound Wui Man Road will be diverted to turn left to eastbound Austin Road West.

V. Traffic arrangements starting from 9pm:

1. Wui Man Road, Pine Tree Hill Road, Hillwood Road, Kimberley Road, Kimberley Street, Shun Yee Street, Granville Circuit, and Mody Square will be closed;
2. A section of Austin Road West between Wui Man Road and Canton Road will be closed;
3. A section of northbound Nathan Road between Jordan Road and Bowring Street will be closed;
4. A section of southbound Nathan Road between Jordan Road and Granville Road will be closed;
5. A section of Bowring Street between Pilkem Street and Nathan Road will be closed;
6. A section of Granville Road between Nathan Road and Chatham Road South will be closed;
7. A section of Carnarvon Road between Kimberley Road and Granville Road will be closed;
8. A section of northbound Chatham Road South between Granville Road and Observatory Road will be closed;
9. A section of southbound Chatham Road South between Cheong Wan Road and Mody Road will be closed except for franchised buses and Green Mini Buses;
10. A section of eastbound Mody Road between Chatham Road South and Science Museum Road will be closed;
11. A section of southbound Salisbury Road between Hong Chong Road and Science Museum Road will be closed;
12. Traffic along westbound Wui Cheung Road cannot turn to Wui Man Road;
13. Traffic along northbound Canton Road and westbound Austin Road cannot turn to westbound Austin Road West;
14. Traffic along southbound Nathan Road will be diverted to turn right into westbound Jordan Road;
15. Traffic along westbound Jordan Road cannot turn left to southbound Nathan Road;
16. Traffic along westbound Austin Road and southbound Cox's Road cannot turn to Pine Tree Hill Road;
17. Traffic along Observatory Road cannot turn to westbound Kimberley Street;
18. Traffic along westbound Cheong Wan Road cannot turn left to southbound Chatham Road South;
19. Traffic along southbound Chatham Road South will be diverted to westbound Austin Road or eastbound Cheong Wan Road;
20. Traffic along northbound Pilkem Street cannot turn to eastbound Bowring Street;
21. Traffic along eastbound Bowring Street will be diverted to northbound Pilkem Street; and
22. Traffic along Science Museum Road cannot turn to westbound Mody Road.

(B) Hotel access

Vehicular access to and from hotels within the affected areas will not be allowed during the period of the road closures. Vehicles bearing a hotel logo will be allowed to set down passengers at the following locations:

1. At the junction of Kowloon Park Drive and Peking Road; and
2. At the junction of Chatham Road South and Mody Road.

(C) Carpark access

Carparks affected by the road closures will be closed when the respective closure commenced and will remain closed as long as the road closure is in force.

(D) On-street parking

With effect from 3pm on October 1 until 0.01am on October 2, all on-street parking in the southern area of Tsim Sha Tsui, including south of Austin Road and Cheong Wan Road, as well as the parking spaces at the Waterfront Promenade in Yau Ma Tei will be suspended.

Vehicles illegally parked will be towed away without prior notice.

(E) Public transport

All franchised bus termini, bus stops and maxicab stops within the operational area will be suspended. Bus stops will be re-located to To Wah Road Bus Terminus and Granville Road Tsim Sha Tsui East Temporary Bus Terminus.

Motorists are advised to take heed of the instructions given by Traffic Police at the scene and reminded that strict enforcement action, including multiple ticketing and towing away of all illegally parked vehicles, will be taken in all the affected areas.
1. Service of Star Ferry Bus Terminus and Mody Road Public Transport Interchange will be suspended at 1930 hours;
2. Franchised buses on southbound Nathan Road will be truncated/diverted onto westbound Public Square Street and Jordan Road;
3. All franchised buses along southbound Chatham Road South will be diverted onto eastbound Granville Road at 1900 hours where a temporary bus terminus will be set-up; and
4. Depending on the crowd situation, bus services outside China Hong Kong City will become circular route and all temporary bus stops will be suspended.
