     The Secretary for Education, Mr Michael Suen, today (September 20) said he regrets to learn that the Secretary General of the Hong Kong Examinations and Assessment Authority (HKEAA), Dr Francis Cheung, has decided not to be re-appointed after the expiry of his contract, for personal reasons.

     Mr Suen said, "Dr Cheung has rich experience in the education sector and he has made a tremendous contribution during his service in the HKEAA.  Under his leadership, the HKEAA has undertaken management and professional reforms and has implemented a number of improvement programmes to enhance the efficiency and reliability of public examinations.  These include the development of onscreen marking, enhancement of assessment research and development, and upgrading of information technology systems.

     "Facing the new challenges of the implementation of the Hong Kong Diploma of Secondary Education Examination (HKDSE) in 2012, Dr Cheung, with his professionalism and leadership, has led HKEAA colleagues in carrying out the preparatory work and has actively liaised with overseas institutions to seek international recognition of the HKDSE.

     "I am grateful to Dr Cheung for his contributions in the examination and assessment services of Hong Kong, and I wish him well in his future endeavours.

     "The HKDSE is a milestone in Hong Kong's education system.  The preparatory work by the HKEAA has already entered into the final stages. I believe that with the professionalism and concerted effort of HKEAA colleagues, the development work of the HKDSE will continue to proceed smoothly as scheduled."
