The Government announced today (August 27) the following senior appointments:
(a) Mr Sin Yat-kin, Deputy Commissioner of Correctional Services, will assume the post of Commissioner of Correctional Services on September 20, 2010. He will succeed Mr Kwok Leung-ming who will retire after almost 37 years of service;
(b) Mr Lau Ka-keung, Director of Drainage Services, will assume the post of Director of Highways on September 3, 2010. He will succeed Mr Wai Chi-sing who took up the post of Permanent Secretary for Development (Works) on June 16, 2010; and
(c) Mr Chan Chi-chiu, Project Manager (New Territories North and West) of the Civil Engineering and Development Department, will assume the post of Director of Drainage Services on September 3, 2010. He will succeed Mr Lau Ka-keung who will take up the post of Director of Highways on the same day.
Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue, said, "The appointees have proven leadership and administrative skills, as well as profound professional experience and broad operational experience. I have every confidence that they will ably lead their departments to meet the challenges ahead."
On the retirement of Mr Kwok Leung-ming, Miss Yue said, "Mr Kwok has served with zeal and commitment in the civil service throughout the years. As the Commissioner of Correctional Services, Mr Kwok has devoted sustained efforts in leading the Correctional Services Department to provide a secure, safe, humane, decent and healthy environment for people in custody and working in collaboration with the community and other agencies to provide opportunities for rehabilitation of offenders. We sincerely wish him a happy retirement."
Brief biographical notes on the four officers are set out below:
Mr Kwok Leung-ming

Aged 57, Mr Kwok joined the Government as an Officer in the then Prisons Department (renamed as the Correctional Services Department in 1982) in November 1973. He was promoted to Principal Officer in October 1978, to Chief Officer in December 1983, to Superintendent of Correctional Services in April 1990, to Senior Superintendent of Correctional Services in February 1995, to Chief Superintendent of Correctional Services in September 1998, to Assistant Commissioner of Correctional Services in August 2000, to Deputy Commissioner of Correctional Services in January 2004. He has been the Commissioner of Correctional Services since July 2006.
Mr Sin Yat-kin

Aged 52, Mr Sin first joined the Government as an Officer in the then Prisons Department (now the Correctional Services Department) in June 1979. He was promoted to Principal Officer in May 1983, to Chief Officer in January 1992, to Superintendent of Correctional Services in February 1998, to Senior Superintendent of Correctional Services in December 2002, and to Assistant Commissioner of Correctional Services in September 2005. He has been the Deputy Commissioner of Correctional Services since February 2009.
Mr Lau Ka-keung

Aged 54, Mr Lau joined the Government as an Assistant Engineer in August 1980. He was promoted to Chief Engineer in July 1996, to Government Engineer in January 2001 and to Principal Government Engineer in September 2004. He has been the Director of Drainage Services since March 2008.
Mr Chan Chi-chiu
----------------
Aged 56, Mr Chan joined the Government as an Assistant Engineer in August 1979. He was promoted to Chief Engineer in November 1994, to Assistant Director of Water Supplies in July 1999 and to Deputy Director of Water Supplies in May 2004. He is currently the Project Manager (New Territories North and West) of the Civil Engineering and Development Department.
