Statement by the Chief Justice

The following is issued on behalf of the Judiciary:

     The following is issued on behalf of the Hon Chief Justice Andrew Kwok-nang Li today (August 12):

     "I am greatly saddened by the news that Mr Arthur Leong Shiu-chung had passed away.

     "Mr Leong had served the Judiciary with dedication and distinction. He was well known for his integrity, competence and fairness. He had an exemplary judicial temperament, treating everyone who appeared before him with unfailing courtesy. He always discharged his responsibilities with modesty and humility.

     "Mr Leong was a fine man, a gentleman of gentlemen. He was held in the highest respect and regarded with the warmest affection by all, within and outside the Judiciary.

     "Mr Leong joined the Judiciary in 1973 and retired in 2003. He started as a Magistrate and served as a Presiding Officer of the Labour Tribunal. He rose through the ranks of the Judiciary.  He was elevated to the District Court in 1982, the Court of First Instance in 1991 and the Court of Appeal in 1997. He was appointed Chief Judge of the High Court in 2001 and retired in 2003. He was awarded the Gold Bauhinia Star.

     "He also served on various bodies and boards, including as Chairman of the Administrative Appeals Board, as President of the Long Term Prison Sentences Review Board and as President of the Society of Rehabilitation and Crime Prevention. He was also active in his church, the China Congregational Church, serving as its Chairman.

     "On behalf of the Judiciary, I shall be conveying our condolences to his family."
