Guidelines on Submission of Visual Impact Assessment for Planning Applications to TPB promulgated

     The Town Planning Board (TPB) Guidelines on Submission of Visual Impact Assessment (VIA) for Planning Applications to the TPB have recently been promulgated. The purpose of the guidelines is to provide guidance to encourage the best results in preparing VIA submissions under the Town Planning Ordinance in support of applications to the TPB or compliance with approval conditions.

     The main aim of a VIA is to assess the potential visual impact of the proposed development on the surrounding areas, and to present sufficient information in a structured manner to facilitate the TPB to visualise the three-dimensional relationship of the proposed development to the surrounding context and to consider the visual effects in making a decision.

     The guidelines, promulgated on July 23 this year, set out the scope and application, primary consideration, contents and process of a VIA as well as the visualisation materials to be submitted for a VIA.
