Following is the transcript of a media session by the Secretary for the Environment, Mr Edward Yau, after a visit to the Lam Tin public transport interchange today (July 26) to experience the impact of the Motor Vehicle Idling (Fixed Penalty) Bill:
Reporter: Is it easier or harder to pass the law after today's experience?
Secretary for the Environment: The passage of this bill is counting on whether there is consensus being built within the Bills committee, in recognition of the different opinions and views expressed by different sectors of the community. If this consensus is able to be forged through this visit, I think it will make life easier. But of course given that there are still some divergent views, there need to be a sensible, reasonable discussion on matter of details, with a view to bringing all the differences together. As I mentioned, this bill must be built on a general consensus rather than simply counting the number of votes. If we are able to do that, I think the community will want us to bring forward the bill instead of stalling or idling.
