Please broadcast the following special announcement immediately, and repeat it at frequent intervals when the black rainstorm warning is in force:
"The Labour Department reminds employers that as the black rainstorm warning is in force, for safety reasons, employers should not require their employees to report for work, unless prior arrangement to the contrary has been made. Indoor workers who are already at work should stay where they are unless it is dangerous to do so. Employees working outdoors in exposed areas should stop work and take shelter immediately."
