In response to media enquiries on the relationship between the Administration and the Legislature, a Government spokesman said today (July 12):
"Time is required for necessary preparatory work, including detailed consultation with the stakeholders, the public and relevant Legislative Council (LegCo) Panels, before the Administration can finalise its legislative proposals. The Administration would continue its work with regard to policy formulation, consultation and drafting work and would introduce legislative proposals to LegCo once all necessary preparatory work has been completed.
"The current legislative term will end in mid 2012. Scrunity on any bills which cannot be completed within the current (2009-10) legislative session can continue in the coming legislative sessions (i.e. 2010-11 and 2011-12 sessions)."
As regards the relationship between the Administration and the LegCo, the spokesman said: "All along the Administration has been working with the LegCo on the basis of professionalism and mutual respect. We will continue to adopt this approach in dealing with the LegCo."
