Police serve the community with fairness and impartiality (with photos)

     Police officers would gain recognition and respect from the community if they discharged their duties impartially, fairly and honestly, Chairman of the Independent Police Complaints Council (IPCC), Mr Jat Sew-Tong, SC, said today (May 22) when inspecting a passing-out parade at the Hong Kong Police College.

     "Police shoulder the mission to uphold law and order, and protect citizensˇ¦life and property, so you cannot step back even when you encounter stress and challenges," he said.

     Mr Jat said with the development of Hong Kong society, there were rising public expectations of police performance and conduct, which undoubtedly put frontline officers under pressure.  

     "Nevertheless, all Police Force members, irrespective of being experienced officers or new blood, impress me that you are professional, outstanding, upstanding, responsible and with a passion for work," he said.

     He pointed out that the graduates might encounter difficulties when they discharged their duties on the frontline, such as facing tough demands from the public or being the target of blame when enforcing the law.  

     He said that graduates, while carrying out their duties in compliance with the law, should be patient, compassionate and considerate in order to avoid unnecessary conflict and to ensure their duties go smoothly.

     Mr Jat noted that one of the IPCC's functions was to provide improvement suggestions to the Force if any police practices or procedures which might lead to complaints were identified.

     "This is in line with Force values, which are to strive for excellence and continuous improvement," he said. He believed only a quality Police Force deserved citizens' high expectations.

     A total of 38 probationary inspectors and 206 recruit constables passed out today.
