The Police Force would uphold the .people-based・ concept of personnel management and continue to invest significant resources in training, the Deputy Commissioner of Police, Mr Yam Tat-wing, said today (February 27) when inspecting a passing-out parade of the Hong Kong Police College.
:All graduating officers have now possessed the basic policing knowledge and practical skills to perform police duties. However, the training for you will not end up here today.
:The Force will continue to provide a variety of on-the-job training and this exactly reflects the .people-based・ spirit,; he said.
He pointed out that Police work was varied and complicated, thus it was impossible for the Force to write down all provisions for officers to follow.
:Yet if you could observe strictly the behavioural guidelines in respect of the Integrity and Honesty values issued by the Force last October, and make use of the Four Way Values Judgement as your personal guidance, you will surely develop along the right path, ; he said.
He encouraged the graduates to keep on learning and acquiring experience from their work to enhance their professional standards. Apart from work, they had to strive for excellence through lifelong learning and keep abreast of the changes and developments of society in order to provide the best services possible to the public.
Moreover, Mr Yam said that police officers had to endure great pressures in their daily work and the efforts they made might not be always recognised by all members of the public. Therefore, he shared a couplet with the graduates.
The first line of the couplet is .Make noble wishes. Build good relationships. Live a simple life.・ The second line is .Stand on high grounds. Be down to earth. Take a right path.・
:The first line says that everyone should cherish high ideals and aspirations, be tranquil and satisfied, make friends prudently and make stern demands of yourselves in daily lives.
:The second line reminds us to stand high and see far, take a broad and long-term view in analysing issues and conduct our lives in a down-to-earth manner. When things do not turn out as you wish, be broad-minded and never concern yourselves so much with personal gains or losses,; he said.
Upon leaving the Force after 37 years・ service, Mr Yam thanked the Force for his career development as well as his colleagues for their encouragement, support and care.
:I find great satisfaction and take pride in working for years with such a professional, responsible and caring police force,; he added.
A total of 25 probationary inspectors and 205 recruit constables passed out today.
