Police will implement special crowd management and traffic arrangements on both sides of Victoria Harbour on Monday (February 15) to facilitate the public to watch the Lunar New Year fireworks display.
To avoid overcrowding along the waterfronts on both sides of the harbour, a number of roads in Tsim Sha Tsui, Hung Hom, Central and Wan Chai will be closed or re-routed.
Members of the public are urged to follow the advice and instructions given by Police officers who may direct spectators to leave from places which have already been overcrowded.
They are also strongly advised to make full use of public transport for going to the waterfront areas and not to wait at the concourses and exits of MTR stations.
Road closures and traffic diversions will be implemented in phases on the Kowloon side as follows:
(A) Phase One (5pm)

Road Closures:
(a) Westbound Hung Hom Bypass starting from its junction with Hung Hom Road;
(b) Southbound Hung Hom Bypass starting from its junction with Metropolis Drive;
(c) Eastbound Hung Hom Bypass starting from its junction with Mody Lane;
(d) The section of westbound Salisbury Road between Hung Hom Bypass and Chatham Road South;
(e) U-turn slip-road outside Nikko Hotel leading from eastbound Salisbury Road onto westbound Salisbury Road;
(f) South Salisbury Road starting from Hong Chong Road, as well as its elevated road;
(g) Hong Wan Path; and
(h) Mody Lane.
Traffic diversions:
(a) Vehicles along southbound Hung Hom Road will be directed onto Cheong Tung Road South roundabout;
(b) Vehicles along eastbound Metropolis Drive cannot turn right onto southbound Hung Hom Bypass;
(c) Vehicles along southbound Princess Margaret Road Link will be diverted to turn right onto westbound Metropolis Drive;
(d) Vehicles along eastbound Salisbury Road cannot enter northbound Mody Lane and eastbound Hung Hom Bypass;
(e) Vehicles along eastbound Salisbury Road cannot u-turn onto westbound Salisbury Road via the slip-road outside Nikko Hotel; and
(f) Vehicles along Mody Road cannot turn onto Mody Lane.
(B) Phase Two (6pm)

(a) Franchised buses along southbound Nathan Road will be diverted to turn left onto either westbound Public Square Street or westbound Jordan Road;
(b) Franchised buses along southbound Chatham Road South will be diverted to turn left onto eastbound Granville Road;
(c) Vehicles along southbound Canton Road will be diverted to u-turn onto northbound Canton Road outside China Hong Kong City;
(d) Vehicles along northbound Kowloon Park Drive cannot turn onto southbound Canton Road;
(e) Vehicles along southbound Nathan Road will be diverted to turn left onto eastbound Granville Road;
(f) Vehicles along southbound Chatham Road South cannot turn right onto westbound Cameron Road;
(g) Vehicles along southbound Chatham Road South will be diverted to turn left onto eastbound Mody Road;
(h) Vehicles along northbound Carnarvon Road cannot turn left onto westbound Kimberley Road;
(i) Vehicles along Science Museum Road cannot turn onto westbound Mody Road; and
(j) Vehicles along Hong Tat Path cannot turn left onto westbound Science Museum Path.
(C) Phase Three (6.30pm)

(D) Phase Four (7pm)

(a) The section of Austin Road West between Wui Man Road and Nga Cheung Road;
(b) The section of Nga Cheung Road Flyover between podium level Private Road (North) of Kowloon Station and its exit on Austin Road West;
(c) The section of Lin Cheung Road between Wui Cheung Road and Austin Road West; and
(d) The section of Nga Cheung Road between ground level Station Perimeter Road (South) and Austin Road West.
Traffic diversions:
(a) Vehicles along southbound Nga Cheung Road will be diverted to turn left onto eastbound Station Perimeter Road (South);
(b) Vehicles along westbound Station Perimeter Road (South) will be diverted to turn right onto northbound Nga Cheung Road;
(c) Vehicles along southbound Nga Cheung Road Flyover will be diverted to turn left onto eastbound Podium Level Private Road (North) of Kowloon Station;
(d) Vehicles along westbound podium level Private Road (North) of Kowloon Station will be diverted to turn right onto northbound Nga Cheung Road Flyover;
(e) Vehicles along westbound Wui Cheung Road will be diverted to turn right onto northbound Lin Cheung Road;
(f) Vehicles along southbound Lin Cheung Road will be diverted to turn left onto eastbound Wui Cheung Road;
(g) Vehicles along westbound Austin Road West will be diverted to turn right onto northbound Wui Man Road; and
(h) Vehicles along southbound Wui Man Road will be diverted to turn left onto eastbound Austin Road West.

(c) Vehicles along southbound Nathan Road will be diverted to turn right onto westbound Jordan Road;
(d) Vehicles along westbound Jordan Road cannot turn left onto southbound Nathan Road;
(e) Vehicles along westbound Austin Road and southbound Cox¡¦s Road cannot turn onto Pine Tree Hill Road;
(f) Vehicles along Observatory Road cannot turn onto westbound Kimberley Street;
(g) Vehicles along westbound Cheong Wan Road cannot turn left onto southbound Chatham Road South;
(h) Vehicles along southbound Chatham Road South will be diverted onto westbound Austin Road or eastbound Cheong Wan Road;
(i) Vehicles along northbound Pilkem Street cannot turn onto eastbound Bowring Street;
(j) Vehicles along eastbound Bowring Street will be diverted onto northbound Pilkem Street; and
(k) Vehicles along Science Museum Road cannot turn onto westbound Mody Road.
(F) Hotel access

The vehicular access to and from hotels in the affected areas will not be allowed during the period of road closure.
Vehicles bearing hotel logos will be allowed to drop off passengers at the junctions of (a) Kowloon Park Drive and Peking Road before 6.30pm and (b) Chatham Road South and Mody Road before 8pm.
(G) Car park access

Car parks in the affected areas will be closed at the same time when the respective phase of road closure commences and will remain closed as long as the road closure is effective.
(H) On-street parking
-------------------------
With effect from 3pm on February 15 to midnight on February 16, all on-street parking spaces in the southern areas of Tsim Sha Tsui (i.e. south of Austin Road and Cheong Wan Road), and the metered parking spaces at the Waterfront Promenade in Yau Ma Tei will be suspended. All illegally parked vehicles will be towed away.
(I) Public Transport
--------------------
All franchised buses terminus, bus stops, green mini-bus stops within the road closure areas will be suspended. Bus stops will be re-located to To Wah Road Bus Terminus or Granville Road Tsim Sha Tsui East Temporary Bus Terminus. Details are as follows:
(a) Star Ferry Bus Terminus and Mody Road Public Transport Interchange will be suspended at 6.30pm;
(b) Franchised buses on southbound Nathan Road will be truncated/diverted onto westbound Public Square Street and Jordan Road respectively;
(c) All franchised buses along southbound Chatham Road South will be diverted onto eastbound Granville Road at 6.30pm where a temporary bus terminus will be set-up;
(d) Depending on the crowd situation, bus services outside China Hong Kong City will become circular route and all temporary bus stops will be suspended.
(J) Crowd management measures in Tsim Sha Tsui
--------------------
1. Spectators can stand along the promenade of the Cultural Centre, the Avenue of Stars, the Tsim Sha Tsui East promenade and West Kowloon Waterfront Promenade to watch the spectacular. The public carpark on West Kowloon Waterfront Promenade will be closed during the road closure period and members of the public who wish to watch the spectacular on West Kowloon Waterfront Promenade are urged to use public transport.
2. Road closure will be implemented by phases starting from 5pm. Majority of roads in Tsim Sha Tsui area will be pedestrianised. Vehicles are also prohibited to enter southbound Chatham Road South, southbound Kowloon Park Drive and westbound Hung Hom Bypass. Spectators are allowed to stand on eastbound Hung Hom Bypass after 6pm. However, the westbound carriageway of Hung Hom Bypass and Salisbury Road will be reserved for the use of emergency vehicles only.
3. Members of the public who want to cross Salisbury Road are advised to use either the crossing at the junction of Salisbury Road and Canton Road, or subways on Nathan Road, Kowloon Park Drive and outside the New World Centre.
4. There are a number of road works and construction sites in various Tsim Sha Tsui areas. Spectators are advised not to approach areas with road works and not to attempt to climb or lean against the hoarding/fence.
5. The Kowloon public pier will be closed in case it is overcrowded for the sake of public safety. Marine Department will also implement marine traffic control measures which will affect berthing of vessels at the pier for embarkation and disembarkation of passengers thereat. Vessel operators should pay attention to the associated Marine Department Notice.
6. Spectators should follow police advice and pay attention to posters and loudspeaker broadcasts on that night.
Traffic arrangements to be implemented on Hong Kong Island are as follows:
(A) Road closure and traffic diversions before the display

The slip road leading from Garden Road to the World Wide Fund For Nature Hong Kong Office outside Lower Peak Tram Station in Central will be closed to all vehicular traffic from 5pm except for franchised buses and taxis.
The following roads will be closed from 6.30pm onwards when necessary:
Wan Chai North
--------------------
1. Lung Wui Road, Tim Wa Avenue (except PLA vehicles), Tim Mei Avenue, Performing Arts Avenue, Fenwick Pier Street, Lung King Street and a section of northbound Fenwick Street between Gloucester Road and Harbour Road;
2. Expo Drive, Expo Drive Central, Expo Drive East, Convention Avenue, Harbour Road (the westbound section between Fleming Road and Fenwick Street will remain open until 7.30pm and that between Tonnochy Road and Fleming Road will remain open until 7.45pm) and Harbour Drive;
3. A section of Fleming Road situated to the north of Gloucester Road between Convention Avenue and Harbour Road (the northbound section between Gloucester Road and Harbour Road will remain open until 7.30pm and the southbound section between Gloucester Road and Harbour Road will remain open until 7.45pm);
4. Fleming Road Flyover and a section of Tonnochy Road between Harbour Road and Hung Hing Road;
5. Hung Hing Road, Wan Shing Street, Wan Ying Street, Hung Hing Road Flyover, Marsh Road Flyover; a section of Marsh Road between Gloucester Road and Hung Hing Road, and the access road on eastbound Victoria Park Road leading to Causeway Bay Promenade.
Wan Chai South
--------------------
1. A section of northbound Percival Street between Jaffe Road and Gloucester Road service road may be closed when the situation warrants. When this section is closed, traffic on eastbound Jaffe Road must turn right to southbound Percival Street;
2. A section of Marsh Road between Hennessy Road and Lockhart Road;
3. A section of Tonnochy Road between Hennessy Road and Lockhart Road;
Central
---------
1. Edinburgh Place East will be closed except for vehicles leaving City Hall Car Park.
Peak area
---------
1. The uphill section of Stubbs Road beyond Stubbs Road roundabout will be closed to all goods vehicles with a gross weight exceeding 5.5 tonnes;
2. Northbound Peak Road beyond the car park entrance at the Peak Galleria will be closed except for local residents¡¦ vehicles;
3. Only vehicles with permits will be allowed to enter Lugard Road and Harlech Road;
4. Mount Austin Road and Barker Road will be restricted to local residents' vehicles; and
5. Lay-bys along Stubbs Road between Peak Road and Stubbs Road roundabout and a section of Magazine Gap Road between Peak Road and May Road will be closed.
The following roads will be closed from 7pm onwards when necessary:
Central
---------
1. A section of Chung Kong Road between Shun Tak Centre and Rumsey Street;
2. Man Kwong Street, Man Chiu Street and Man Fai Street;
3. A section of Man Yiu Street between Man Kwong Street and Man Cheung Street;
4. Rumsey Street flyover extension leading to Man Po Street;
5. Finance Street and Edinburgh Place;
6. Star Ferry Concourse; and
7. Loading and unloading area outside Central Piers 7, 8 and 9.
The following traffic arrangements will be implemented when necessary in short notice:
1. A section of Gloucester Road service road between Percival Street and Canal Road West will be closed;
2. Vehicles on westbound Gloucester Road are not allowed to turn to Gloucester Road service road at the junction with O'Brien Road; and
3. Southbound Percival Street between Lockhart Road and Gloucester Road service road will be closed. When this section is closed, traffic on eastbound Jaffe Road will be diverted via Canal Road West into Gloucester Road service road.
The following roads will be closed from 7.45pm onwards when necessary:
1. Tonnochy Road flyover;
2. A section of Tonnochy Road between Gloucester Road and Harbour Road.
The following traffic arrangements will be implemented from 7.55pm and during the firework display:
1. Traffic on westbound Island Eastern Corridor between Victoria Park Road and Man Hong Street will be held except for franchised buses;
2. Vehicles travelling along westbound Island Eastern Corridor will be diverted to Man Hong Street; and
3. Access to westbound Island Eastern Corridor from Healthy Street Central and Tong Shui Road will be banned.
(B) Arrangements after the fireworks display
------------------------------------------------------
To facilitate the dispersal of the crowd after the fireworks display, the following roads will be closed 15 minutes before the completion of the display if necessary:
1. A section of Fleming Road between Gloucester Road and Hennessy Road;
2. Sections of Lockhart Road and Jaffe Road between Percival Street and Luard Road;
3. O¡¦Brien Road and Stewart Road;
4. Sections of Tonnochy Road and Marsh Road between Gloucester Road and Lockhart Road; and
5. Sections of Canal Road West and Canal Road East between Gloucester Road and Hennessy Road.
(C) Suspension of parking spaces

1. All parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 3pm to 10pm;
2. All parking spaces on Lung King Street, Hung Hing Road and Expo Drive East will be suspended from 3.30pm to 10.30pm;
3. All parking spaces on Edinburgh Place will be suspended from 4pm to 10.30pm; and
4. All parking spaces on the following roads will be suspended from 5pm to 10.30pm:
(a) Gloucester Road service road, Canal Road East and Tonnochy Road;
(b) A section of Stewart Road between Jaffe Road and Gloucester Road service road;
(c) The northern kerbside lane of the section of Jaffe Road between Fleming Road and Stewart Road;
(d) A section of Marsh Road between Hennessy Road and Lockhart Road; and
(e) Sections of Jaffe Road and Lockhart Road between Percival Street and Luard Road.
(D) Suspension of taxi, public light bus (PLB) and green minibus (GMB) stands

1. Taxi stand on the slip road outside Lower Peak Tram Station will be suspended from 5pm to 10pm. A temporary taxi stand will be designated at the lay-by on Garden Road outside Lower Peak Tram Station;
2. Taxi stands on Expo Drive East, Tim Mei Avenue, Harbour Road and the Wan Chai Ferry Pier transport interchange will be suspended from 6.30pm until the road closure is lifted;
3. Taxi stands on Man Kwong Street, Edinburgh Place, Jaffe Road between Percival Street and Canal Road East, Lockhart Road near O'Brien Road and the junction with Marsh Road, Stewart Road, Tonnochy Road, and outside the Central Pier 6, 7 and 8 will be suspended from 7pm to 10.30pm;
4. The PLB stand on Lockhart Road near Canal Road West will be suspended from 7pm to 10.30pm; and
5. GMB stands at Edinburgh Place, Man Kwong Street outside Central Ferry Pier, MTR Hong Kong Station, sections of Lockhart Road and Jaffe Road east of Percival Street, Cannon Street and Stewart Road will be suspended from 7pm to 10.30pm.
(E) Suspension of carparks

1. Due to the above road closure, vehicles parked in various carparks within the closed areas will not be permitted to leave or enter these carparks during the road closure until the roads are re-opened for traffic; and
2. The carparks on a section of westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.
