Senior appointment (with photos)

     The Government today (January 20) announced that Mr Philip Yung Wai-hung, Deputy Secretary for Transport and Housing (Transport), would take up the post of Commissioner for Tourism on February 1, replacing Miss Margaret Fong Shun-man who has left the civil service.

     Commenting on the appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Mr Yung is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his colleagues to meet the challenges ahead."

     On the departure of Miss Fong, Miss Yue said, "Miss Fong served in the civil service for more than 24 years. She has a distinguished record of public service and is a well-respected member of the Administrative Service. Throughout her career, Miss Fong served with enthusiasm and admirable abilities in many different fields, including tourism, transport, and representing Hong Kong overseas. We would like to extend to her our warmest wishes for the future."

     Brief biographical notes on Mr Philip Yung and Miss Margaret Fong are set out below:

Mr Philip Yung Wai-hung

     Aged 48. Mr Yung joined the Government in July 1983, serving initially as a Court Interpreter and later as an Assistant Information Officer. He joined the Administrative Service in July 1986 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2007.

     Mr Yung has served in various bureaus and departments, including Housing Department, the former General Duties Branch, the former Constitutional Affairs Branch, the former City and New Territories Administration (and later the Home Affairs Department), the former Chief Secretary's Office, the former Chief Executive (Designate)'s Office, Chief Secretary for Administration's Office and Financial Secretary's Office. He was Deputy Director-General of Trade and Industry from January 2001 to July 2004, and Deputy Secretary for Commerce, Industry and Technology (Commerce and Industry) from July 2004 to August 2006. He has been Deputy Secretary for Environment, Transport and Works (Transport) (later re-titled Deputy Secretary for Transport and Housing (Transport)) since August 2006.

Miss Margaret Fong Shun-man

     Aged 47. Miss Fong joined the Administrative Service in August 1985 and rose to her present rank of Administrative Officer Staff Grade A in April 2008.

     Miss Fong has served in various bureaus and departments, including the former Administrative Services and Information Branch, the former City and New Territories Administration, the former Government House, the former Finance Branch, the former Constitutional Affairs Branch, the Hong Kong Economic and Trade Office in Washington and the former Transport Bureau (later re-titled Environment, Transport and Works Bureau). She was Director-General, Hong Kong Economic and Trade Affairs, Washington from August 2004 to July 2006, Commissioner for Economic and Trade Affairs, USA from July 2006 to October 2008, and Commissioner for Tourism from November 2008 to December 2009.
