Appointment of non-official members to ICAC-related committees

     The Government today (December 31) announced that the Chief Executive had made certain appointments to the Independent Commission Against Corruption (ICAC) Advisory Committee on Corruption, the ICAC Citizens Advisory Committee on Community Relations, the ICAC Corruption Prevention Advisory Committee, the ICAC Operations Review Committee and the ICAC Complaints Committee, all for a term of two years, starting from tomorrow (January 1). Details of the appointments are as follows:

The ICAC Advisory Committee on Corruption
-----------------------------------------

     The Chief Executive has re-appointed Mr Philip Chen Nan-lok, in his capacity as Chairman of the ICAC Corruption Prevention Advisory Committee, to the ICAC Advisory Committee on Corruption Committee. Prof John Leong Chi-yan has been appointed as a new member of the committee in his capacity as Chairman of the ICAC Citizens Advisory Committee on Community Relations. Ms Ayesha Abbas MacPherson and Prof Tsui Lap-chee have been appointed as new members of the committee.  

     The Advisory Committee on Corruption advises the Commissioner on any aspect of the problem of corruption in Hong Kong and keeps the operational, staffing and administrative policies of the ICAC under review. The committee also draws to the Chief Executive's attention any special aspect of the work of the ICAC or any problem encountered by it.

The ICAC Citizens Advisory Committee on Community Relations

     The Chief Executive has appointed Prof John Leong Chi-yan as Chairman of the committee. Miss Lisa Lau Man-man has been re-appointed as a member of the committee. Mr Paul Chan Mo-po, Mrs April Chan Yiu Wai-yee, Dr Lewis Luk-tei and Mr Irons Sze have been appointed as new members of the committee.

     The Citizens Advisory Committee on Community Relations advises the Commissioner on appropriate measures to foster public support in combating corruption and to educate the public against the evils of corruption. It also monitors community response to the ICAC¡¦s work and public attitudes towards corruption in general.

The ICAC Corruption Prevention Advisory Committee

     The Chief Executive has re-appointed Mr Philip Chen Nan-lok as Chairman of the committee. Dr Susan Fan Yun-sun has been re-appointed as a member of the committee. Ir Reuben Chu Pui-kwan and Ms Bethy Ho Kum-man have been appointed as new members of the committee.

     The Corruption Prevention Advisory Committee receives and calls for reports from the ICAC about practices and procedures of Government departments, public bodies and the private sector which may be conducive to corruption and advises the Commissioner what areas should be examined and the degree of priority to be accorded to each.

The ICAC Operations Review Committee

     The Chief Executive has re-appointed Prof Stephen Cheung Yan-leung and Mr Joseph Paul Fok as members of the committee. Miss Maria Tam Wai-chu and Dr Winnie Tang Shuk-ming have been appointed as new members of the committee.

     The Operations Review Committee monitors the work of the ICAC Operations Department. It reviews corruption complaints received and investigations conducted by the ICAC to ensure that they are handled effectively and efficiently. It also examines circumstances where search warrants are authorised by the Commissioner, where persons have been put on bail for more than six months, and where investigations have been lasting for over a year or requiring substantial resources.

The ICAC Complaints Committee

     The Chief Executive has appointed Dr Edward Leong Che-hung as chairman of the committee. Mr Albert Ho chun-yan, Mrs Stella Lau Kun Lai-kuen and Mrs Sophie Leung Lau Yau-fun have been re-appointed as members of the committee. Ms Angela Lee Wai-yin and Mr Yeh V-nee have been appointed as new members of the committee.

     The ICAC Complaints Committee monitors the handling of complaints against the ICAC, reviews ICAC procedures and practices which may lead to complaints and makes recommendations when necessary.

     The Government also expresses gratitude to all the outgoing members of the ICAC Advisory Committee on Corruption, the Citizens Advisory Committee on Community Relations, the Corruption Prevention Advisory Committee, the Operations Review Committee and the ICAC Complaints Committee, who will retire today (December 31), for their valuable contributions to the work of the respective committees.
