The following is issued on behalf of the Broadcasting Authority:
At its meeting this month (December), the Broadcasting Authority (BA) considered one case of non-compliance with statutory restriction on advertising time by Asia Television Limited (ATV) in the clock hour 6pm-7pm on the Home Channel on September 15. ATV was advised to observe more closely the relevant provision in the Broadcasting Ordinance. Further details of the case are available in the Appendix.
The BA noted that in November, the Commissioner for Television and Entertainment Licensing (CTEL) dealt with 93 cases (239 complaints) under her delegated authority, of which three cases (three complaints) were classified as minor breaches and 61 cases (206 complaints) were unsubstantiated. The remaining 29 cases (30 complaints) were held to be outside the ambit of the Broadcasting Authority Ordinance. The monthly complaints figures dealt with by CTEL since November 2008 are shown in Figure 1. A chart showing the respective natures of the unsubstantiated complaints in November 2009 is at Figure 2. Please visit the BA website: (www.hkba.hk) for further information on the complaints.
