Appointments to Business Facilitation Advisory Committee

     The Government today (December 30) announced the appointment and re-appointment of non-official members to the Business Facilitation Advisory Committee for a new term ending December 31, 2011.

     The eight new non-official members are:

* Mr Benjamin Cha (General Manager and Director of Development, HKR International Ltd)
* Mr Andrew Fung (General Manager and Head of Treasury and Investment, Hang Seng Bank Ltd)
* Mr Alan Lo (Director, Press Room Group)
* Ms Poman Lo (Executive Director, Regal Hotels International Holdings Ltd)
* Mr Anthony Lock (Managing Director, California Red Ltd)
* Mr Bryant Lu (Vice-chairman, Ronald Lu & Partners (Hong Kong) Ltd)
* Mr Patrick Wong (Chief Executive Officer, Tenacity International Ltd)
* Mr Douglas Young (Founder and Chief Executive Officer, G.O.D. Ltd)

     The 14 re-appointed non-official members are:

* Mr Anthony Nightingale (Managing Director, Jardine Matheson Ltd)
* Ms Emily Lau (Legislative Councillor)
* Mr Richard Au Yeung (Chairman and Chief Executive Officer, Enew (Carbon Credit) Ltd)
* Mr Tommy Cheung (Legislative Councillor)
* Mr Philip Fan (Executive Director and General Manager, China Everbright International Ltd)
* Mr Dennis Kwok (member of the legal profession)
* Ms Angela Lee (Partner, Baker & McKenzie)
* Mr Leung Kam-leung (General Manager, Henderson Land Development Co Ltd)
* Ms Caroline Mak (Group Specialty Retail Director, the Dairy Farm Group)
* Mr Raj Sital Motwani (Director, Style Asia Ltd)
* Mr Eddie Ng (Chairman, Human Capital Management Consulting Ltd)
* Professor Raymond So (Associate Professor, Department of Finance, the Chinese University of Hong Kong)
* Mr Joseph Wong (Managing Director, China Overseas Hotel and Land Development Ltd)

     The committee will continue to be chaired by Mr Anthony Nightingale with Ms Emily Lau as deputy chairman in the new term.

     Established in January 2006, the committee is tasked to advise and report to the Financial Secretary the development and implementation of programmes and measures to facilitate business.  The committee provides steer on key directions of three task forces - Pre-construction Task Force, Retail Task Force and Food Business Task Force - in taking forward regulatory reviews or other business facilitation initiatives.    

     Since its establishment, the committee has completed a number of major regulatory reviews which helped streamline the business licensing processes and reduce compliance costs to business. The committee has also provided an effective forum for the Government to consult the business sector on proposed regulations and thrash out their implementation details with the aim to minimise the regulatory impact on business. The Government is confident that the committee will continue to help make Hong Kong a good place to do business.    

     The Financial Secretary thanked the retiring non-official members of the committee, Miss Florence Chan, Mr Oscar Chow, Dr Aron Harilela, Mr Jack Maisano, Mr Stephen Yip and Dr Allan Zeman, for their past invaluable contribution to the work of the committee and its task forces.
