Police will implement crowd management measures and special traffic arrangements in Tsim Sha Tsui and Hung Hom to facilitate the public to celebrate Christmas and New Year.
Traditionally crowds are attracted to the Christmas lightings along Park Lane, Canton Road, Centenary Garden, Star Ferry and the promenade during the festive period.
As there are a number of road works on Middle Road and Kowloon Park Drive, people are advised not to attempt to climb or lean against the fence as equipment on the sites could pose a danger to them.
A police spokesman called on people not to discharge aerosol spray in public places as this may constitute an offence of disorderly conduct under the Public Order Ordinance.
People should follow the instructions given by police officers when they are in crowded areas and should take heed of police advice, signage and broadcast.
(A) The following traffic arrangements will be implemented on December 24 in phases.
Phase I
----------
The following roads will be closed at 6pm:
1. A section of Canton Road between Kowloon Park Drive and Salisbury Road;
2. A section of northbound Nathan Road between Granville Road and Salisbury Road;
3. A section of southbound Nathan Road between Mody Road and Salisbury Road;
4. A section of Chatham Road South between Mody Road and Salisbury Road;
5. A section of Salisbury Road between Kowloon Park Drive and Mody Lane;
6. Salisbury Road Underpass;
7. Southbound Kowloon Park Drive will be restricted for the use of franchised buses and minibuses only; and
8. Ashley Road, Hankow Road, Lock Road, Haiphong Road, Peking Road, and Middle Road.
Phase II

The following roads will be closed at 6.30pm:
1. Kowloon Park Drive;
2. A section of Salisbury Road between Kowloon Park Drive and Star Ferry Bus Terminus; and
3. Star Ferry Bus Terminus.
Phase III
-----------
The following roads will be closed at 9pm:
1. A section of northbound Nathan Road between Bowring Street and Granville Road;
2. A section of southbound Nathan Road between Granville Road and Mody Road;
3. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed to one-way eastbound;
4. A section of Carnarvon Road between Nathan Road and Granville Road;
5. A section of northbound Chatham Road South between Granville Road and Mody Road;
6. A section of southbound Chatham Road South between Cheong Wan Road and Mody Road;
7. A section of Granville Road between Chatham Road South and Science Museum Road will be closed. It will also be re-routed to one way eastbound and restricted for the use of franchised buses and minibuses only;
8. A section of Mody Road between Nathan Road and Mody Square; and
9. Minden Row, Blenheim Avenue, Hart Avenue, Granville Square, Hau Fook Street, Cameron Lane, Cameron Road, Humphrey's Avenue, Prat Avenue, Bristol Avenue, Hanoi Road and Minden Avenue.
Phase IV

The following roads will be closed when situation warrants:
1. A section of northbound Nathan Road between Jordan Road and Bowring Street;
2. A section of southbound Nathan Road between Jordan Road and Granville Road;
3. A section of Carnarvon Road between Kimberley Road and Granville Road;
4. A section of northbound Chatham Road South between Observatory Road and Granville Road;
5. A section of Bowring Street between Pilkem Street and Nathan Road;
6. A section of Tak Shing Street between Nathan Road and Tak Hing Street;
7. A section of Kimberley Road between Nathan Road and Observatory Road;
8. A section of Granville Road between Nathan Road and Chatham Road South; and
9. Pine Hill Tree Road, Shun Yee Street, Granville Circuit, Hillwood Road and Kimberley Street.
Phase V

The following roads will be closed when situation warrants:
1. A section of westbound Hung Hom Bypass starting from its junction with Hung Hom Road;
2. A section of southbound Hung Hom Bypass starting from its junction with Metropolis Drive;
3. A section of eastbound Hung Hom Bypass starting from its junction with Mody Lane;
4. A section of Salisbury Road between Science Museum Road and Mody Lane;
5. The U-turn slip-road outside Nikko Hotel leading from eastbound Salisbury Road onto westbound Salisbury Road;
6. A section of southbound Salisbury Road starting from Hong Chong Road and its elevated road;
7. A section of Mody Road between Mody Square and Science Museum Road; and
8. Hong Wan Path, Mody Square and Science Museum Path.
(B) The following traffic arrangements will be implemented on December 31 in phases.

15. Ashley Road, Hankow Road, Lock Road, Bristol Avenue, Hanoi Road, Hart Avenue, Minden Row, Blenheim Avenue, Middle Road, Science Museum Path, Granville Square, Hau Fook Street, Cameron Lane, Cameron Road, Prat Avenue, Humphreys Avenue, Minden Avenue, Peking Road and Haiphong Road.
Phase III

The following roads will be closed at 8pm:
1. Kowloon Park Drive;
2. A section of Salisbury Road between Canton Road and Kowloon Park Drive; and
3. Star Ferry Bus Terminus.
Phase IV
-----------
The following roads will be closed when situation warrants at 10.30pm:
1. A section of Austin Road West between Wui Man Road and Nga Cheung Road;
2. A section of Nga Cheung Road Flyover between podium level Private Road (North) of Kowloon Station and its exit on Austin Road West;
3. A section of Lin Cheung Road between Wui Cheung Road and Austin Road West; and
4. A section of Nga Cheung Road between ground level Station Perimeter Road (South) of Kowloon Station and Austin Road West.
Phase V
-----------
The following roads will be closed when situation warrants:
1. A section of Austin Road West between Wui Man Road and Canton Road;
2. A section of northbound Nathan Road between Jordan Road and Bowring Street;
3. A section of southbound Nathan Road between Jordan Road and Granville Road;
4. A section of Bowring Street between Pilkem Street and Nathan Road;
5. A section of Granville Road between Nathan Road and Chatham Road South;
6. A section of Carnarvon Road between Kimberley Road and Granville Road;
7. A section of northbound Chatham Road South between Granville Road and Observatory Road;
8. A section of southbound Chatham Road South between Cheong Wan Road and Mody Road, except franchised buses and Green Mini Buses;
9. A section of eastbound Mody Road between Chatham Road South and Science Museum Road;
10. A section of southbound Salisbury Road between Hong Chong Road and Science Museum Road; and
11. Wui Man Road, Pine Tree Hill Road, Hillwood Road, Kimberley Road, Kimberley Street, Shun Yee Street, Granville Circuit and Mody Square.
(C) Bus Diversion and Suspension of Bus Terminus
All franchised buses terminus, bus stops, Green Mini Bus stops within the affected area will be suspended. Bus stops will be re-located to either To Wah Road Bus Terminus or Granville Road Tsim Sha Tsui East Temporary Bus Terminus.
1. Service of Star Ferry Bus Terminus will be suspended at 6.30pm and 8pm on December 24 and December 31 respectively;
2. Franchised buses on southbound Nathan Road will be truncated/diverted onto westbound Public Square Street and Jordan Road respectively;
3. Service of Mody Road Public Transport Interchange will be suspended at 9pm and 7.30pm on December 24 and December 31 respectively;
4. All franchised buses along southbound Chatham Road South will be diverted onto eastbound Granville Road at 9pm and 7.30pm on December 24 and December 31 respectively where a temporary bus terminus will be set-up; and
5. Depending on the crowd situation, bus services outside China Hong Kong City will become circular route and all temporary bus stops will be suspended.
(D) Hotel Access
Vehicular access to and from hotels within the affected area will not be permitted during the period of road closure. Vehicles bearing a hotel logo will only be allowed to drop off passengers at the following locations before relevant phases of road closures commence:
1. At the junction of Kowloon Park Drive and Peking Road; and
2. At the junction of Chatham Road South and Mody Road.
(E) Car Park Access
Car parks within the affected area will be closed at the same time when the respective phases of road closure commence, and will remain closed for the duration of the road closures.
(F) On-street Parking
All on-street parking in the southern area of Tsim Sha Tsui, (i.e. the south of Austin Road and Cheong Wan Road) and all metered parking spaces at the West Kowloon Waterfront Promenade will be suspended between 3pm on December 24 and 3am on December 26; and between 3.30pm on December 31 and 3am on January 1. All illegally parked vehicles will be towed away.
