Appointments to Rehabilitation Advisory Committee announced

     The Government today (December 18) announced the appointment of the chairperson and five new members, as well as the re-appointment of the vice-chairperson and 12 incumbent members, to the Rehabilitation Advisory Committee (RAC) for a term of two years with effect from January 1, 2010.

     The new chairperson, Mr Herman Hui Chung-shing, is a solicitor.  He has been a member of the RAC since 2004 and the Chairperson of the RAC Sub-committee on Employment since 2006.  He is also a member of the Social Welfare Advisory Committee.

     The five new members are Ms Deborah Wan Lai-yau, Mr Allen Chan Kam-yuen, Mr Lee Yuen-tai, Mrs Virginia Ma Lo Kam-wah, and Mr Yu Bun.

     Ms Deborah Wan Lai-yau is formerly the Chief Executive Officer of the New Life Psychiatric Rehabilitation Association.  She is currently the President-elect of the World Federation for Mental Health, the Chairperson of the Committee on the Trust Fund for SARS, as well as a member of the Advisory Committee on Social Work Training and Manpower Planning and the Medical Council of Hong Kong.

     Mr Allen Chan Kam-yuen is the Vice-chairperson of the Hong Kong Federation of Handicapped Youth.  He is also a member of the RAC Sub-committee on Public Education on Rehabilitation and various Government advisory committees on barrier-free transport and access.

     Mr Lee Yuen-tai is the Chairperson of Direction Association for the Handicapped.  He is also a member of the Management Committee of the Joint Council for People with Disabilities and various committees on rehabilitation services in Sai Kung District.

     Mrs Virginia Ma Lo Kam-wah is a general manager in human resources.  She is also a member of the RAC Sub-committee on Employment and the Committee on Occupational Safety and Health of the Labour Advisory Board.

     Mr Yu Bun is a Council Member of the Hong Kong Society for the Deaf and a member of the Telecommunications Users and Consumers Advisory Committee.

     The incumbent vice-chairperson, Mr Raymond Lee Man-chun and 12 incumbent members have been re-appointed. They are Prof Chetwyn Chan Che-hin, Mr Cheung Tak-hai, Dr James Joseph Lam, Dr Ernest Lee Shu-wing, Mr Hansen Lee Hong-kong, Mr Mok Kim-wing, Mr Wilfred Ng Sau-kei, Ms Connie Ng Wai-fun, Ms Scarlett Pong Oi-lan, Ms Ann So Lai-chun, Prof Tang Siu-wa and Mr David Tse Ming-ho.

     The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments.  He said, "Mr Hui has rich experience and knowledge in rehabilitation and social welfare services and the operation of the committee.  With Mr Hui's leadership and the dedicated support of all members, I am confident that the committee will continue to tender valuable advice on the development of rehabilitation policy and service.

     "I also look forward to the committee's close collaboration with the Government, the rehabilitation sector and various sectors of the community to further promote the spirit and core values enshrined in the United Nations Convention on the Rights of Persons with Disabilities."  

     Mr Cheung also thanked outgoing chairperson Dr Joseph Kwok Kin-fun and members Mr Ip Kwok-chung, Mr Lawrence Lee Kar-yiu, Mr Anthony Yeung Kwok-ki and Ms Jane Tsuei Pik-shan for their active participation in the work of the RAC.  

     He said, "Dr Kwok and all outgoing members have tendered insightful and constructive advice during their tenure.  They have provided valuable contribution to the formulation of the 2007 Rehabilitation Programme Plan and the strategic directions for the further development of rehabilitation services."
 
     The RAC was set up in 1977 to serve as the principal advisory body to the Government on the development and implementation of rehabilitation services and matters pertaining to the well-being of persons with disabilities in Hong Kong.  With the application of the United Nations Convention on the Rights of Persons with Disabilities (Convention) to Hong Kong since August 31, 2008, the RAC has also taken on the new role of assisting the Government in promoting and monitoring the implementation of the Convention in Hong Kong.
