The following is issued on behalf of the Judiciary:

     The following is issued on behalf of the Honourable Chief Justice Andrew Kwok-nang Li today (December 15):

     "I am deeply saddened to receive the news that Sir Alan Huggins passed away peacefully in England on the 10th of this month (December) at the age of 88.  

     "Sir Alan Huggins' service on the bench in Hong Kong was long and most distinguished.  Coming here in 1953 he began as a Magistrate and became successively a District Judge (from 1958 to 1965), a Puisne Judge (from 1965 to 1976) and a Justice of Appeal (from 1976 to 1987).  Following his retirement, he was appointed a Non-Permanent Judge of the Court of Final Appeal on July 28, 1997 and was a member of the Court until July 27, 2003.  At every level, he won the respect and admiration of everyone through his legal learning, sense of justice and devotion to duty.  He set the highest standards and applied himself tirelessly to maintain those standards at all times.

     "On behalf of the Judiciary, I shall convey our deepest condolences to his family."
