Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (November 27) announced 10 judicial appointments covering the High Court and the Magistrates' Courts.  

     The appointments include one Judge of the Court of First Instance of the High Court and nine Magistrates.  All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.  They will all take effect from December 1.

Judge of the Court of First Instance of the High Court

     Mr Jonathan Russell Harris, SC is appointed as Judge of the Court of First Instance of the High Court.  

Magistrates
-----------

     Mr Pang Ka-kwong, Mr Wong Lai-wing, Mr Dick Ho Chin-pang, Mr Simon Lui Kin-man, Mr Lawrence Yip Sue-pui, Mr So Wai-tak, Mr Cheung Kwan-ming, Mr Jason Wan Siu-ming and Miss Ivy Chui Yee-mei are appointed as Magistrates.  

     Further judicial appointments will be announced in due course.

     The biographical notes of the appointees are as follows:

Mr Jonathan Russell Harris, SC

     Mr Harris was born in 1957 in the United Kingdom. He obtained LL.B. from the University College London in the United Kingdom in 1980.  He was admitted as solicitor in England and Wales and in Hong Kong in 1983 and 1984 respectively.  He was admitted as barrister and solicitor in Australia in 1990 and was called to the Bar in Hong Kong in 1993.  He was appointed as Senior Counsel in 2006.  He has since 1983 been in private practice.

Mr Pang Ka-kwong

     Mr Pang was born in Hong Kong in 1958.  He obtained a Bachelor of Social Science Degree from the Chinese University of Hong Kong in 1982 and LL.B. from the University of London in the United Kingdom in 1987.  He was admitted as solicitor in Hong Kong and in England and Wales in 1991 and 1996 respectively.  He was called to the Bar in Hong Kong in 2000.  He has since 1991 been in private practice.  

Mr Wong Lai-wing

     Mr Wong was born in Hong Kong in 1962.  He obtained a Bachelor of Social Science Degree from the Chinese University of Hong Kong in 1985, LL.B. from the University of London in 1988, and P.C.LL. and LL.M. from the University of Hong Kong in 1989 and 2001 respectively.  He was admitted as solicitor in Hong Kong in 1991 and in England and Wales in 1993.  He was called to the Bar in Hong Kong in 2002.  He has since 1991 been in private practice.

Mr Dick Ho Chin-pang

     Mr Ho was born in Hong Kong in 1962.  He obtained LL.B. from the University of London in 1994 and P.C.LL. from the University of Hong Kong in 1995.  He was admitted as solicitor in Hong Kong in 1997.  He was in private practice before joining the Department of Justice as Government Counsel in 1998.  He was promoted to Senior Government Counsel in 2007.

Mr Simon Lui Kin-man

     Mr Lui was born in Hong Kong in 1968. He obtained a Bachelor of Science Degree in Surveying from the University of Hong Kong in 1991.  He was called to the Bar in England and Wales in 1997 and in Hong Kong in 1998.  He has since 1999 been in private practice.

Mr Lawrence Yip Sue-pui

     Mr Yip was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the City University of Hong Kong in 1993 and 1994 respectively.  He was called to Bar in Hong Kong in 1994.  He has since 1995 been in private practice.

Mr So Wai-tak

     Mr So was born in Hong Kong in 1972. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1996 and 1997 respectively.  He was called to the Bar in Hong Kong in 1997.  He has since 1998 been in private practice .  

Mr Cheung Kwan-ming

     Mr Cheung was born in Hong Kong in 1972. He obtained LL.B., P.C.LL. and a Master of Arts Degree in Arbitration and Dispute Resolution from the City University of Hong Kong in 1995, 1996 and 1999 respectively.  He further obtained LL.M. from the City University of Hong Kong and the University of Hong Kong in 2000 and 2004 respectively.  He was called to the Bar in Hong Kong in 1996.  He has since 1997 been in private practice.

Mr Jason Wan Siu-ming

     Mr Wan was born in Hong Kong in 1972. He obtained LL.B., P.C.LL. and LL.M. from the City University of Hong Kong in 1995, 1996 and 2002 respectively.  He was called to the Bar in Hong Kong in 1996.  He has since 1997 been in private practice.

Miss Ivy Chui Yee-mei

     Miss Chui was born in Hong Kong in 1972.  She obtained LL.B. from the University of Wales, Cardiff, United Kingdom in 1995.  She was called to the Bar in England and Wales and in Hong Kong both in 1996.  She has since 1997 been in private practice.
