The following is issued on behalf of the Judiciary:

     The following is issued on behalf of the Honourable Chief Justice Andrew Kwok-nang Li today (November 19):

     "I am greatly saddened to learn that Sir Noel Power passed away today in Brunei after a heart attack.  He had been sitting in Brunei as President of the Court of Appeal.

     "Sir Noel Power was one of the most outstanding Judges to have served Hong Kong in recent decades.  He was an outstanding lawyer and his judgments have provided authoritative guidance in many areas, particularly in the criminal field.  He had a fine intellect, robust common sense and an excellent judicial temperament.  Above all, he had a strong sense of fairness and great compassion.  He was held in the highest respect.  

     "On behalf of the Judiciary, I shall be conveying our deepest condolences to Lady Power and his family."

     Sir Noel Power joined the Judiciary in 1965 as a Magistrate and retired in 1999 as Vice-President of the Court of Appeal.  He was Acting Chief Justice from August 1996 to June 1997.  He was a Non-Permanent Judge of the Court of Final Appeal.
