Appointment of Chairman and Non-Executive Directors to SFC

     The Chief Executive has re-appointed Mr Eddy Fong as the Chairman of the Securities and Futures Commission (SFC) for a term of two years, from October 20, 2009, to October 19, 2011.  The appointment is made under the Securities and Futures Ordinance (SFO).

     Announcing the appointment today (October 16), the Financial Secretary, Mr John C Tsang, said: "Mr Fong has led the SFC Board through challenging times of the global financial crisis, and fostered the SFC's close liaison with its Mainland counterparts and authorities.  We look forward to Mr Fong's continued leadership in the SFC."

     In parallel, the Financial Secretary has, with the authority delegated from the Chief Executive under the SFO, re-appointed and appointed respectively Mr Chan Kam-lam and Mr Lawrence Lee as Non-Executive Directors to the SFC for a term of two years, with effect from November 15, 2009, to November 14, 2011.

Mr Chan Kam-lam has been serving as a Non-Executive Director of the SFC since November 2007.  "We are confident that in the new term, Mr Chan will continue to provide invaluable advice on the work of the SFC," Mr Tsang said.

     Mr Lawrence Lee has over 28 years of experience in the legal services field.  He is now the Chairman of the Hong Kong, PRC and Vietnam offices of Baker & McKenzie.  He serves as a member of the Hospital Authority and the Chairman of the Hospital Governing Committee of Pamela Youde Nethersole Eastern Hospital.  

     "With his legal expertise and rich experience in corporate finance, we look forward to Mr Lee's contribution to the work of the SFC," Mr Tsang said.

     Mr Tsang also paid tribute to the outgoing Non-Executive Director, Mr Christopher Cheng, whose term will expire in November.  

     "The service of Mr Cheng over the past six years has been instrumental in enhancing the corporate governance, accountability and transparency of the SFC.  We are grateful for his dedication and enthusiasm, and we look forward to his continued support in the development of Hong Kong's financial services sector," Mr Tsang said.

     The SFC currently has seven Non-Executive Directors.  The other serving Non-Executive Directors of the SFC are Mr Kenneth Kwok, Mrs Angelina Lee, Professor Liu Pak-wai, Mr Wong Kai-man and Mr Shengman Zhang.
