Police will implement special traffic arrangements and crowd management measures on October 1 (Thursday) to facilitate members of the public to view the National Day fireworks display.
Members of the public are advised to make use of public transport as some roads on both sides of Victoria Harbour will be closed to vehicular traffic before and after the event, and parking spaces will also be reduced.
Police appeal to the public to be considerate and patient, and to follow the advice and instructions given by the Police. To enable smooth passenger flow through Mass Transit Railway (MTR) stations, the public are also advised not to wait at MTR concourses or outside MTR station entrances and exits.
The public are also reminded to take care of their personal belongings and guard against pickpocketing in crowded places.
Special traffic measures are as follows:
Hong Kong Island
----------------------
(A) Road closures
I. The following road closures and diversions will be effective from 4pm before the fireworks display starts:
Central Area
-----------------
The slip road outside Lower Peak Tram Station leading from Garden Road to World Wild Fund Hong Kong Office will be closed to all vehicular traffic except buses and taxis.
II. The following road closures and diversions will be effective from 6.30pm before the fireworks display starts:
A. Wan Chai North
-----------------
The following roads or sections of roads will be closed:
Lung Wui Road, Tim Wa Avenue (except People's Liberation Army vehicles), Tim Mei Avenue, Performing Arts Avenue, Fenwick Pier Street, Lung King Street, northbound Fenwick Street between Gloucester Road and Harbour Road, Expo Drive, Expo Drive Central, Expo Drive East, Convention Avenue, Harbour Road (westbound Harbour Road between Fleming Road and Fenwick Street will remain open until 7.30pm; and that between Tonnochy Road and Fleming Road will remain open until 7.45pm), northbound Fleming Road between Convention Avenue and Harbour Road (northbound Fleming Road between Gloucester Road and Harbour Road will be remain open until 7.45pm), Fleming Road Flyover, a section of Tonnochy Road between Hung Hing Road and Harbour Road, a section of Marsh Road between Gloucester Road and Hung Hing Road, Hung Hing Road, Hung Hing Road Flyover, Wan Shing Street, Wan Ying Street, Marsh Road Flyover and the access road at eastbound Victoria Park Road leading to Causeway Bay Promenade.
B. Wan Chai South

1. The northbound carriageway of Percival Street between Jaffe Road and Gloucester Road service road may be closed. Traffic on eastbound Jaffe Road will have to turn right into southbound Percival Street;
2. A section of Marsh Road between Hennessy Road and Lockhart Road will be closed; and
3. A section of Tonnochy Road between Hennessy Road and Lockhart Road will be closed.
C. Central Area

Edinburgh Place East will be closed to traffic, except for vehicles leaving City Hall Carpark and Central Barracks.
III. The following road closures and diversions will be effective from 7pm until it is safe to re-open to normal traffic:
A. Peak Area
------------
1. The uphill section of Stubbs Road beyond the Stubbs Road roundabout will be closed to all goods vehicles with a gross weight over 5.5 tonnes;
2. Northbound Peak Road beyond the car park entrance at the Peak Galleria will be closed except for local residents¡¦ vehicles;
3. Only vehicles with permits will be allowed to gain access to Lugard Road and Harlech Road;
4. Mount Austin Road and Barker Road will be closed except for local residents¡¦ vehicles; and
5. Lay-bys along a section of Stubbs Road between Peak Road and Stubbs Road roundabout, and a section of Magazine Gap Road between Peak Road and May Road will be coned off.
B. Central Area

1. A section of Chung Kong Road between Shun Tak Centre and Rumsey Street will be closed; and
2. Man Kwong Street, Man Chiu Street, Man Fai Street, a section of Man Yiu Street between Man Kwong Street and Man Cheung Street, Rumsey Street Flyover extension leading to Man Po Street, Finance Street, Edinburgh Place, Star Ferry Concourse, and loading and unloading area outside Central Ferry Piers No.7, 8 & 9 will be closed.
C. Wan Chai South

1. If necessary, a section of Gloucester Road service road between Percival Street and Canal Road West may be closed at short notice;
2. If necessary, traffic on westbound Gloucester Road may be banned from turning into Gloucester Road service road at the junction with O'Brien Road at short notice; and
3. If necessary, a section of southbound Percival Street between Lockhart Road and Gloucester Road service road may be closed at short notice. Traffic on eastbound Jaffe Road will be diverted via Canal Road West into Gloucester Road service road.
IV. The following road closures and diversions will be effective from 7.30pm until it is safe to re-open to normal traffic:
Wan Chai North

A section of westbound Harbour Road between Fleming Road and Fenwick Street will be closed.
V. The following road closures and diversions will be effective from 7.45pm until it is safe to re-open to normal traffic:
Wan Chai South
-------------------
Tonnochy Road Flyover and a section of Tonnochy Road between Gloucester Road and Harbour Road will be closed.
VI. The following road closures and diversions will be effective from 7.55pm (during the fireworks display):
Eastern District
-------------------
1. Traffic on westbound Island Eastern Corridor between Man Hong Street and Victoria Park Road, except for franchised buses will be held ;
2. Vehicles travelling along westbound Island Eastern Corridor will be diverted into Man Hong Street; and
3. Traffic on Healthy Street Central and Tong Shui Road will be banned from turning into westbound Island Eastern Corridor.
VII. Road closures will be implemented 15 minutes before the display finishes to facilitate the dispersal of crowds:
1. A section of Fleming Road between Gloucester Road and Hennessy Road will be closed;
2. A section of Lockhart Road between Percival Street and Luard Road will be closed;
3. A section of Jaffe Road between Percival Street and Luard Road will be closed;
4. O¡¦Brien Road;
5. Stewart Road;
6. A section of Tonnochy Road between Gloucester Road and Lockhart Road;
7. A section of Marsh Road between Gloucester Road and Lockhart Road;
8. A section of Canal Road West between Gloucester Road and Hennessy Road; and
9. A section of Canal Road East between Gloucester Road and Hennessy Road.
(B) Suspension of parking spaces, parking meter spaces and motorcycle parking spaces
I. All on-street parking meter spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 4pm until 10pm.
II. The parking spaces, parking meter spaces and motorcycle parking spaces (including disable parking spaces) at the following locations will be suspended from 5pm until 10pm:
Edinburgh Place, Gloucester Road service road, a section of Stewart Road between Jaffe Road and Gloucester Road service road, a section of the northern side of Jaffe Road between Fleming Road and Stewart Road, a section of Marsh Road between Hennessy Road and Lockhart Road, a section of Jaffe Road between Percival Street and Luard Road, a section of Lockhart Road between Percival Street and Luard Road, Canal Road East, Tonnochy Road, Lung King Street, Hung Hing Road and Expo Drive East.
(C) Suspension of taxi stands
I. The slip road outside Lower Peak Tram Station will be suspended between 4pm and 10pm. A temporary taxi stand will be designated at the lay-by on Garden Road outside Lower Peak Tram Station.
II. The following taxi stands will be suspended from 6.30pm until the road closure is lifted:
Expo Drive East, Tim Mei Avenue, Harbour Road and Wan Chai Ferry Pier Transport Interchange.
III. The following taxi stands will be suspended between 7pm and 10pm:
Outside Central Ferry Piers No. 6, 7 & 8, Man Kwong Street, Edinburgh Place, a section of Jaffe Road between Percival Street and Canal Road East, Lockhart Road near O'Brien Road and before junction with Marsh Road, Stewart Road and Tonnochy Road.
(D) Suspension of Public Light Bus (PLB)/ Green Minibus stands
1. The PLB stand at Lockhart Road near Canal Road West will be suspended from 7pm to 10pm.
2. The Green Minibus Stands at Edinburgh Place, Man Kwong Street outside Central Ferry Pier, Hong Kong Station Green Minibus Terminus, Lockhart Road east of Percival Street, Jaffe Road east of Percival Street, Cannon Street, and Stewart Road will be suspended during the road closures until the roads are re-opened for traffic.
(E) Suspension of carparks
1. Due to the above road closures, vehicles parked in various carparks within the closed areas will not be permitted to leave or enter these carparks during the road closures until the roads are re-opened for traffic.
2. The carparks on a section of westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice if necessary.
Tsim Sha Tsui

(A) Road closures / diversions
I. Traffic arrangements starting from 5pm:
1. Westbound Salisbury Road up to the junction with Chatham Road South will be closed;
2. Mody Lane and the U-loop lead-way on Salisbury Road outside Hotel Nikko Hong Kong will be closed;
3. Traffic on eastbound Salisbury Road cannot turn left into northbound Mody Lane;
4. Traffic on Mody Road cannot turn into southbound Mody Lane;
5. Traffic on eastbound Salisbury Road outside Hotel Nikko Hong Kong cannot turn right to the lead-way into westbound Salisbury Road;
6. Hung Hom Bypass will be closed to traffic;
7. Traffic from southbound Hung Hom Road will be directed off the Hung Hom Bypass to the roundabout at Cheong Tung Road South;
8. Traffic along southbound Princess Margaret Road Link Road cannot enter southbound Hung Hom Bypass;
9. All traffic on eastbound Metropolis Drive will be allowed to turn left to northbound Hung Hom Bypass but will not be permitted to turn right into southbound Hung Hom Bypass;
10. Southbound Salisbury Elevated Road (near International Mail Centre) and Hong Wan Path will be closed; and
11. Eastbound Hung Hom Bypass outside Empire Centre will be closed.
II. Traffic arrangements starting from 6pm:
1. All franchised buses on southbound Nathan Road will be diverted into westbound Public Square Street and Jordan Road;
2. Southbound Kowloon Park Drive between Canton Road and Salisbury Road will be restricted for the use of franchised buses only;
3. Westbound buses along Jordan Road cannot turn left into southbound Canton Road but can travel to Wui Cheung Road bus terminus via Lin Cheung Road, southbound buses along Ferry Street can proceed into southbound Canton Road and turn right into Wui Cheung Road bus terminus;
4. Westbound traffic along Middle Road cannot turn left into southbound Kowloon Park Drive;
5. All franchised buses along southbound Chatham Road South will be diverted into eastbound Granville Road where a temporary bus terminus will be provided;
6. A section of Granville Road at the east of Chatham Road South will be re-routed one way eastbound and restricted for the use of franchised buses and maxicabs only;
7. Traffic on Science Museum Road cannot turn into Granville Road; and
8. Granville Square will be closed.
III. Traffic arrangements starting from 6.15pm:
1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed to gain access to China Hong Kong City Terminus or directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive;
2. Northbound Kowloon Park Drive, a section of Salisbury Road between Canton Road and Kowloon Park Drive will be restricted for the use of franchised buses only;
3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed to traffic;
4. Salisbury Road between Kowloon Park Drive and Science Museum Road will be closed;
5. A section of northbound Nathan Road between Salisbury Road and Bowring Street will be closed;
6. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed. All southbound traffic will be diverted left into eastbound Granville Road;
7. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed one way eastbound;
8. Traffic from northbound Carnarvon Road cannot turn left into westbound Granville Road.
9. Cameron Road will be closed. Southbound Chatham Road South cannot turn right into westbound Cameron Road;
10. Carnarvon Road between Granville Road and Bristol Avenue, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Hanoi Road, Cornwall Avenue and Bristol Avenue will be closed;
11. A section of northbound Chatham Road South between Salisbury Road and Granville Road will be closed;
12. A section of southbound Chatham Road South between Mody Road and Salisbury Road will be closed. Traffic will be diverted left into eastbound Mody Road;
13. A section of westbound Mody Road between Chatham Road South and Science Museum Road will be closed. Traffic on Science Museum Road cannot turn into Mody Road;
14. Science Museum Path will be closed. Traffic on Hong Tat Path cannot turn into Science Museum Path;
15. Minden Row, Minden Avenue and Blenheim Avenue will be closed;
16. Salisbury Road/Middle Road access to MTR East Tsim Sha Tsui Station will be closed;
17. The unnamed access road from Austin Road West to the West Kowloon Waterfront Promenade will be closed;
18. Tsim Sha Tsui East (Mody Road) Bus Terminus will be closed.
19. Traffic on northbound Kowloon Park Drive cannot turn left onto southbound Canton Road; and
20. A section of Mody Road between Nathan Road and Chatham Road South will be closed.
IV. Traffic management starting from 6.30pm:
1. Access of franchised buses to the Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. All buses will be diverted to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Buses can unload passengers outside Lai Chak Middle School on Canton Road while no vehicles will be allowed to stop outside China Hong Kong City; and
2. All remaining buses will be directed to leave the terminus via northbound Kowloon Park Drive.
V. Traffic arrangements starting from 7pm:
1. A section of Austin Road West between Wui Man Road and Nga Cheung Road will be closed;
2. Traffic along westbound Austin Road West will be diverted to turn right into Wui Man Road whereas traffic along southbound Wui Man Road will be diverted to turn left onto eastbound Austin Road West;
3. A section of Lin Cheung Road between Wui Cheung Road and Austin Road West will be closed;
4. Traffic along southbound Lin Cheung Road will be diverted to turn left into eastbound Wui Cheung Road whereas traffic along westbound Wui Cheung Road will be diverted to turn right into northbound Lin Cheung Road;
5. A section of Nga Cheung Road between Austin Road West and Station Perimeter Road (South) (Ground Level) will be closed;
6. Traffic along southbound Nga Cheung Road will be diverted to turn left Station Perimeter Road (South) (Ground Level) whereas traffic along westbound Station Perimeter Road (South) (Ground Level) will be diverted to turn right into northbound Nga Cheung Road;
7. A section of Nga Cheung Road Flyover between Kowloon Station Private Road (South) (Podium Level) and its exit on Austin Road West will be closed; and
8. Traffic along westbound Kowloon Station Private Road (South) (Podium Level) will be diverted to turn right into northbound Nga Cheung Road Flyover whereas traffic along southbound Nga Cheung Road Flyover will be diverted to turn left into eastbound Kowloon Station Private Road (South) (Podium Level).
VI. Traffic arrangements starting from 8pm:
1. A section of southbound Nathan Road between Jordan Road and Granville Road will be closed;
2. Traffic along southbound Nathan Road will be diverted into westbound Jordan Road. Traffic along westbound Jordan Road cannot turn left into southbound Nathan Road;
3. Pine Tree Hill Road and Hillwood Road will be closed. Traffic along southbound Cox¡¦s Road and westbound Austin Road cannot enter Pine Tree Hill Road;
4. A section of Kimberley Road between Nathan Road and Observatory Road will be closed;
5. A section of Granville Road between Nathan Road and Chatham Road South will be closed;
6. A section of Carnarvon Road between Kimberley Road and Granville Road will be closed;
7. A section of Kimberley Street between Carnarvon Road and Observatory Road will be closed;
8. Shun Yee Street will be closed;
9. Granville Circuit will be closed;
10. A section of northbound Nathan Road between Jordan Road and Bowring Street will be closed;
11. A section of Bowring Street between Pilkem Street and Nathan Road will be closed;
12. Traffic along northbound Pilkem Street cannot turn right into eastbound Bowring Street whereas traffic along eastbound Bowring Street will be diverted to turn left into northbound Pilkem Street;
13. A section of southbound Chatham Road South between Austin Road and Mody Road will be closed;
14. Traffic along southbound Chatham Road South will be diverted to turn into Austin Road or Cheong Wan Road whereas traffic along westbound Cheong Wan Road cannot turn left into southbound Chatham Road South;
15. A section of Mody Road between Chatham Road South and Science Museum Road will be closed;
16. Traffic along Science Museum Road cannot turn into Mody Road;
17. Mody Square will be closed;
18. A section of southbound Salisbury Road between Hong Chong Road and Science Museum Road will be closed;
19. Wui Man Road will be closed. Traffic along westbound Wui Cheung Road cannot turn into Wui Man Road;
20. A section of Austin Road West between Canton Road and Wui Man Road will be closed; and
21. Traffic along westbound Austin Road will be diverted to turn into Canton Road whilst traffic along northbound Canton Road cannot turn left into westbound Austin Road West.
(B) Hotel access
Vehicular access to and from hotels within the affected areas will not be allowed during the period of the road closures. Vehicles bearing a hotel logo will be allowed to set down passengers at the following locations only:
1. At the junction of Kowloon Park Drive and Peking Road; and
2. At the junction of Chatham Road South and Mody Road.
(C) Carpark access
Carparks affected by the road closures will be closed when the respective closure commenced and will remain closed as long as the road closure is in force.
(D) On-street parking
With effect from 2pm on October 1 until 1am on October 2, all on-street parking in the southern area of Tsim Sha Tsui, including south of Austin Road and Cheong Wan Road, as well as the parking spaces at the Waterfront Promenade will be suspended.
Vehicles illegally parked will be towed away without prior notice.
(E) Public transport
All franchised bus terminuses, bus stops and maxicab stops within the operational area will be suspended. Bus stops will be re-located to Wui Cheung Road Bus Terminus and Granville Road Tsim Sha Tsui East Temporary Bus Terminus as approved by Transport Department.
Motorists are advised to take heed of the instructions given by Traffic Police at the scene and reminded that strict enforcement action, including multiple ticketing and towing away of all illegally parked vehicles, will be taken in all the affected areas.
