The Permanent Secretary for Education, Mr Raymond Wong, today attended an empowerment workshop, during which he encouraged schools to make use of the flexibility under the fine-tuned medium of instruction (MOI) policy for secondary schools to formulate and develop whole-school language policy in accordance with their students' abilities, interests and learning needs.
