Senior appointments (with photos)

     The Government announced today (August 7) the following senior appointments:

(a)  Mr Alan Wong Chi-kong, Commissioner for Transport, will assume the post of Director of Agriculture, Fisheries and Conservation on August 17;

(b)  Mr Joseph Lai Yee-tak, Director-General of Trade and Industry, will assume the post of Commissioner for Transport on August 17;

(c)  Ms Maria Kwan Sik-ning, formerly Director of Government Logistics, will assume the post of Director-General of Trade and Industry on August 17;

(d)  Miss Cheung Siu-hing, Director of Agriculture, Fisheries and Conservation, will assume the post of Director of Government Logistics on August 17, 2009;

(e)  Miss Janet Wong Wing-chen, Deputy Secretary for Development (Works), will assume the post of Commissioner for Innovation and Technology on September 14. She will succeed Mr Eddy Chan Yuk-tak who will retire after 32 years of service;

(f) Mr Clement Cheung Wan-ching, Commissioner of Insurance, will assume the post of Postmaster General on September 14;

(g)  Ms Annie Choi Suk-han, Deputy Secretary for Commerce and Economic Development (Commerce and Industry), will assume the post of Commissioner of Insurance on September 14; and

(h)  Mr Patrick Li Pak-chuen, Deputy Private Secretary to Chief Executive, will assume the post of Secretary General, Joint Secretariat for the Advisory Bodies on Civil Service and Judicial Salaries and Conditions of Service on September 7.

     Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

     On the retirement of Mr Eddy Chan, Miss Yue said, "Mr Chan has rendered 32 years of loyal and dedicated service to the community and has made significant contributions to the development of Hong Kong in various spheres. During his tenure as Commissioner for Innovation and Technology, he has made commendable efforts in promoting innovation and technology development, thereby ensuring that Hong Kong stays ahead as a knowledge-based economy. We sincerely wish him a happy retirement."

     Brief biographical notes on the nine officers are set out below:

Mr Eddy Chan Yuk-tak
--------------------

     Aged 58. Mr Chan joined the Administrative Service in November 1976 and rose to his present rank of Administrative Officer Staff Grade A in April 2007.

     Mr Chan has served in various bureaus and departments, including the former New Territories Administration, the former Social Services Branch, the former Urban Services Department, the Home Affairs Department, the Lands Department, the former City and New Territories Administration, the former Transport Branch, the former Security Branch and the Television and Entertainment Licensing Authority. Mr Chan was Deputy Secretary for Health, Welfare and Food (Food and Environmental Hygiene) from December 2002 to July 2006, and Director of Food and Environmental Hygiene from July 2006 to November 2007. He has been Commissioner for Innovation and Technology since November 2007.

Mr Alan Wong Chi-kong

     Aged 54. Mr Wong joined the Administrative Service in November 1979 and rose to his present rank of Administrative Officer Staff Grade A in April 2007.

     Mr Wong has served in various bureaus and departments, including the former Home Affairs Branch, the former Civil Service Branch, the former Urban Services Department, the former City and New Territories Administration, the former Health and Welfare Branch, the former Recreation and Culture Branch, the former Secretariat of the University and Polytechnic Grants Committee, the former Trade and Industry Branch, Office of the Commissioner of Insurance, and the Mandatory Provident Fund Schemes Authority on secondment. He was Director of Information Technology Services from July 2001 to June 2004, and Government Chief Information Officer from July 2004 to January 2005. He has been Commissioner for Transport since June 2005.

Mr Joseph Lai Yee-tak

     Aged 48. Mr Lai joined the Administrative Service in August 1983 and rose to his present rank of Administrative Officer Staff Grade A in April 2009.

     Mr Lai has served in various bureaus and departments, including the former Home Affairs Branch, the former Trade and Industry Branch, the Lands Department, the former Finance Branch, the former City and New Territories Administration, the former Economic Services Branch, the former Constitutional Affairs Branch, and the former Education and Manpower Bureau. He was Deputy Director-General of Trade and Industry from May 2001 to March 2003, and Deputy Secretary for Constitutional Affairs from March 2003 to December 2006. He has been Director-General of Trade and Industry since January 2007.

Ms Maria Kwan Sik-ning

     Aged 56. Ms Kwan joined the Government in July 1974 as an Executive Officer. She transferred to the Administrative Service in October 1979 and rose to her present rank of Administrative Officer Staff Grade B1 in January 2000.

     Ms Kwan has served in various bureaus and departments, including the former New Territories Administration, the former Economic Services Branch, the former Finance Branch, the former Monetary Affairs Branch and the former Trade Department. She was Deputy Secretary for Economic Services from May 1994 to July 2001, Government Property Administrator from August 2001 to May 2006, and Director of Government Logistics from June 2006 to July 2009.

Miss Cheung Siu-hing

     Aged 50. Miss Cheung joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.

     Miss Cheung has served in various bureaus and departments, including the former Civil Service Branch, the former Security Branch, the former Medical and Health Department, the former Trade and Industry Branch, the former Planning, Environment and Lands Branch, the former Chief Secretary's Office, the Secretariat of Asia-Pacific Economic Cooperation on secondment, the former Trade and Industry Bureau, and the Security Bureau. She was Deputy Secretary for Planning and Lands (later re-titled Deputy Secretary for Housing, Planning and Lands (Planning and Lands)) from January 2002 to November 2003, and Deputy Secretary for Security from December 2003 to July 2007. She has been Director of Agriculture, Fisheries and Conservation since July 2007.

Miss Janet Wong Wing-chen

     Aged 52. Miss Wong joined the Administrative Service in August 1980 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.

     Miss Wong has served in various bureaus and departments, including the former Administration Branch, the former Civil Service Branch (later re-titled Civil Service Bureau), the former City and New Territories Administration, the Social Welfare Department, the Housing Department, the former Economic Services Branch, the former Deputy Chief Secretary's Office, the former Regional Services Department, the Independent Commission Against Corruption, the former Urban Services Department, the Food and Environmental Hygiene Department and the former Education and Manpower Bureau. She was Deputy Director of Home Affairs from April 2002 to October 2004, and Head of the World Trade Organisations Sixth Ministerial Conference Co-ordination Office from October 2004 to January 2006. She has been Deputy Secretary for Environment, Transport and Works (Works) (later re-titled Deputy Secretary for Development (Works)) since June 2006.

Mr Clement Cheung Wan-ching

     Aged 47. Mr Cheung joined the Administrative Service in October 1983 and rose to his present rank of Administrative Officer Staff Grade B1 in April 2006.

     Mr Cheung has served in various bureaus and departments, including the former Office of Unofficial Members of the Executive and Legislative Councils, the former City and New Territories Administration, the former Office of Members of the Executive and Legislative Councils, the former Civil Service Branch, the former Health and Welfare Branch, the former Handover Ceremony Co-ordination Office and the Housing Department.  He was Director, Hong Kong Economic and Trade Affairs, Singapore from August 1998 to October 2001, and Deputy Secretary for Works (later retitled as Deputy Secretary for the Environment, Transport and Works (Works)) from October 2001 to June 2006. He has been the Commissioner of Insurance since July 2006.

Ms Annie Choi Suk-han

     Aged 47. Ms Choi joined the Administrative Service in October 1986 and rose to her present rank of Administrative Officer Staff Grade B in April 2006.

     Ms Choi has served in various bureaus and departments, including the former City and New Territories Administration, the former Civil Service Branch, the former Health and Welfare Branch, the former Planning, Environment and Lands Branch, the former Industry Department and the former Environment and Food Bureau. She was Deputy Secretary for Environment, Transport and Works (Transport) from November 2003 to March 2007. She has been Deputy Secretary for Commerce and Economic Development (Commerce and Industry) since July 2007.

Mr Patrick Li Pak-chuen

     Aged 41. Mr Li joined the Administrative Service in August 1990 and rose to his present rank of Administrative Officer Staff Grade C in April 2001.

     Mr Li has served in various bureaus and departments, including the former Constitutional Affairs Branch, the former City and New Territories Administration, the former Civil Service Branch, the Department of Health, the Security Bureau, the former Education and Manpower Bureau and the former Education Department. He was Assistant Director of Home Affairs from August 2003 to October 2005, and Principal Assistant Secretary for Financial Services and the Treasury (Treasury) from October 2005 to April 2006. He has been Deputy Private Secretary to Chief Executive since April 2006.
