Police will implement special traffic arrangements to facilitate soccer matches to be held at the Hong Kong Stadium today (August 2).
The following special traffic arrangements will be put into effect by phases starting from 1pm:
Arrival Phase
Phase I
(A) Road Closure
1. A section of northbound Caroline Hill Road between Cotton Path and Leighton Road/Pennington Road (except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed).
2. A section of westbound Hysan Avenue between Sunning Road and Hoi Ping Road; and
3. A section of Lee Garden Road between Lan Fong Road and Hysan Road may be closed.
(B) Traffic Diversion
1. A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one way southbound;
2. A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound;
3. A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
4. Traffic cones will be laid on eastbound Hysan Avenue to facilitate two lanes of traffic to turn right into Hoi Ping Road simultaneously;
5. Traffic along westbound Hysan Avenue between Yun Ping Road and Sunning Road must turn left to Sunning Road;
6. Traffic cones will be laid on a section of Caroline Hill Road between Leighton Road and Link Road to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
7. Traffic from downhill Link Road to northbound Caroline Hill Road must turn left to westbound Leighton Road; and
8. Vehicles leaving the Lee Gardens must turn left to eastbound Hysan Avenue.
(C) Passenger alighting arrangements
1. All coaches will be banned from entering Eastern Hospital Road directly from Caroline Hill Road. They should travel through Caroline Hill Road and drop off their passengers and leave through Cotton Path, Eastern Hospital Road and Tung Lo Wan Road.
2. The drop-off zone for shuttle buses will be at the northern kerbside of Cotton Path. They should leave via Eastern Hospital Road and Tung Lo Wan Road.
3. The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.
4.The drop-off zone for private cars will be at the northern kerbside of Eastern Hospital Road near the eastern side of the Stadium main entrance.
Phase II
(A) Road Closure
1. Same as Phase I
(B) Traffic Diversion
1. Same as Phase I; and
2. Hired taxis and coaches bearing special label issued by the organizer may be permitted to turn right from the off-lane of eastbound Leighton Road to Caroline Hill Road.
(C) Passenger alighting arrangements
1. Same as Phase I
Phase III
(A) Road Closure
1. Same as Phase II; and
2. A section of Northbound Link Road between Caroline Hill Road and Broadwood Road.
(B) Traffic Diversion
1. Same as Phase II; and
2. A section of Link Road downhill may be closed except for vehicles heading for Link Road No. 1A, 3, 5 and 7.
(C) Passenger alighting arrangements
1. Same as Phase II.
Departure Phase
Towards the end of the event, the following measures maybe implemented at 7.05pm to facilitate the dispersal of the crowds:
(A) Road Closure
1. Caroline Hill Road;
2. Eastern Hospital Road;
3. Eastern Hospital Service Road;
4. Cotton Path;
5. Northbound Link Road downhill, except for vehicles heading for Link Road No. 1A, 3, 5 and 7;
6. Hoi Ping Road; and
7. Leighton Road if necessary.
(B) Traffic Diversion
1. Vehicles on Leighton Road heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road;
2. Vehicles on Leighton Road/ Caroline Hill Road will be banned from entering Caroline Hill Road for Link Road; and
3. If Leighton Road closed:
- westbound traffic from Causeway Road will be directed to Irving Street;
- eastbound traffic from Morrison Hill Road will be diverted via Canal Road West;
- southbound traffic from Percival Street must turn right into westbound Leighton Road;
- southbound traffic from Canal Road East will be banned from turning left into Leighton Road.
Learner Drivers Prohibition (from noon to 9pm)
(A) Learner drivers will be prohibited to use the following roads:
1. Leighton Road;
2. Sharp Street East;
3. Percival Street south of Hennessy Road;
4. Caroline Hill Road;
5. Link Road;
6. Stadium Path;
7. Cotton Path;
8. Eastern Hospital Road; and
9. Eastern Hospital Service Road.
(B) Learner drivers will be prohibited to enter Tung Lo Wan Road from Causeway Road.
Suspension of parking spaces (from noon to 9pm)
All on-street car parking spaces, motorcycle parking spaces, disabled parking spaces, metered and non-metered, in the following roads will be suspended:
1. Stadium Path;
2. Northbound Caroline Hill Road between Stadium Path and Cotton Path;
3. Eastern Hospital Service Road; and
4. Hoi Ping Road.
Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed without further notice.
All carparks along Caroline Hill Road, Stadium Path, Eastern Hospital Road may be closed at short notice if necessary. In addition, vehicles in carparks within the road closure areas will not be permitted to leave the carparks during the road closure period until the roads are re-opened to traffic.
