Preliminary investigation on Ho Sheung Heung case completed

     The Government has completed the preliminary investigation on the contractor that is being alleged of dumping construction and demolition materials at Ho Sheung Heung from a Government worksite in Wo Hop Shek.

     A Government spokesman said today (July 30) that there was a prima facie case that the contractor had not abided by the trip ticket system under which the contractor had an obligation to ensure that all construction and demolition materials would be disposed of at designated landfilling sites.

     Failing to follow the trip ticket system would result in an adverse performance report on the contractor and would be liable to a penalty that might lead to suspension from future tendering of Government projects.

     He said the Architectural Services Department would continue to step up site control measures.

     Meanwhile, the Environment Protection Department has invited a truck driver in assisting in the investigation. It is still collecting evidence and will take prosecution action if and when necessary.

     This morning, the Planning Department has issued Reinstatement Notice to landowners of the concerned sites in Ho Sheung Heung as well as a responsible person for undertaking unauthorised landfilling activities.

     Under the Reinstatement Notice, the parties concerned are required to remove all the fill materials deposited in the site within a certain period of time and grass the land.

     Anyone who fails to comply with the notice will be subject to prosecution.

     The concerned departments will liaise closely with the District Officer (North) and Sheung Shui District Rural Committee to explain the legal requirements to villagers in Ho Sheung Heung.

     The Government will continue to monitor the incident closely.
