The Correctional Services Department's (CSD) emergency response to a crisis was put to the test today (July 22) during an exercise at the Hei Ling Chau Addiction Treatment Centre (HLTC).
Code-named Concord X, the seven-hour exercise tested the command and communication of the department during an emergency situation; the implementation of different levels of contingency plans, and the mobilisation of departmental-level response capability.
It also tested CSD's co-ordination with the Hong Kong Police Force (HKPF), Fire Services Department (FSD) and Government Flying Services (GFS) as these departments responded to requests for assistance and logistic support in a remote institution on Hei Ling Chau.
More than 300 participants from Correctional Services Department, Police, Fire Services Department and Government Flying Services took part in the exercise.
The exercise featured a group of inmates taking CSD staff hostage, setting a fire and escaping from the centre.
CSD's Assistant Commissioner (Operations) Mr Yau Chi-chiu oversaw the whole operation at CSD Central Control Centre during the exercise.
Mr Yau said the exercise provided an opportunity for the department to test its readiness in emergency response, the correctness and timeliness of command, as well as co-ordination and co-operation with relevant stakeholders.
"GFS also deployed helicopters to provide emergency air lift in the exercise. With police and fire services personnel, their participation enabled the operation run more smoothly and effectively," he said.
He said the exercise would enhance the response capabilities and professionalism of frontline staff and inter-departmental communication in the event of a crisis.
"The efficiency of departmental contingency plans and co-ordination with other government departments will be assessed after the exercise," Mr Yau added.
CSD holds regular emergency exercises of a different nature and on different scales, including institutional, regional and departmental levels.
