     The 2009 Honours List will be published in the Government Gazette today (July 1).  This is the 12th full Honours List since the reunification.  

     The Chief Executive has accorded awards to a total of 444 persons in this year's Honours List, including:

     This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

     The presentation ceremony for the awards will be held later this year, tentatively in October.

Grand Bauhinia Medal (GBM)

The Honourable Tang Ying-yen, Henry, GBS, JP
---------------------------------------------

Mr Tang is awarded the GBM in recognition of his dedicated and distinguished service to the Government and the Hong Kong community, particularly in his capacity as the Chief Secretary for Administration since 2007 and during his tenure as the Financial Secretary from 2003 to 2007.  With his outstanding ability and experience in public administration, he has made significant contribution to Hong Kong・s development and assisted the Chief Executive in steering the Government through many and varied challenges.  

Dr Hari Naroomal Harilela, GBS, JP
----------------------------------

Dr Harilela is awarded the GBM in recognition of his long and distinguished community service, particularly his significant contribution to the well-being of the ethnic minorities in Hong Kong.  He is well-respected and highly regarded in the Indian community.  As a successful entrepreneur, he has devoted much effort to the development of the hotel and real estate sectors in Hong Kong.  He has a distinguished record of contributions to charitable activities in Hong Kong.

Mr Yam Chi-kwong, Joseph, GBS, JP

Mr Yam is awarded the GBM in recognition of his distinguished public service during his tenure as the Chief Executive of the Hong Kong Monetary Authority (HKMA).  Under his leadership, the HKMA has established a sound mechanism and procedures for dealing with financial crisis and has enhanced Hong Kong's status as an international financial centre.  He has worked whole-heartedly for Hong Kong and has made tremendous contribution in maintaining the stability and integrity of the banking and monetary systems of Hong Kong.

The Honourable Lam Sui-lung, Stephen, JP

Mr Lam is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community over the past 30 years, particularly in his capacity as the Secretary for Constitutional and Mainland Affairs (formerly the Secretary for Constitutional Affairs).  He has made valuable contribution in developing and maintaining a constructive working relationship between the Government and the Mainland authorities.

Mr Lee is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community over the past 35 years, particularly in his capacity as the Secretary for Security.  He has made exemplary efforts in the maintenance of law and order and in exercising effective and efficient immigration and customs control.  

Dr the Honourable Chow Yat-ngok, York, SBS, JP

Dr Chow is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community over the past 37 years, particularly in his capacity as the Secretary for Food and Health (formerly the Secretary for Health, Welfare and Food).  He has made sterling contribution in the areas of medical services, social welfare and food hygiene.  He has also made exemplary efforts in controlling infectious diseases and in ensuring food safety.

The Honourable Mrs Cha Shih May-lung, Laura, SBS, JP

Mrs Cha is awarded the GBS for her distinguished public and community service, particularly her significant contribution as a Member of the Executive Council and her dedication to the development of tertiary education in Hong Kong.  Under her leadership, the University Grants Committee has been providing effective guidance and support to institutions for migration to the new four-year undergraduate academic structure, and has played a pivotal role in the establishment of a research endowment fund for the institutions.  

Professor the Honourable Cheung Bing-leung, Anthony, BBS, JP

Professor Cheung is awarded the GBS for his distinguished public and community service, and in particular, his significant contribution as a Member of the Executive Council.  He has brought with him extensive knowledge and valuable insights in matters relating to consumer rights, public administration, housing as well as education. He has also made exemplary efforts in promoting the development of policy think tank in Hong Kong.

The Honourable Cheung Hok-ming, SBS, JP

Mr Cheung is awarded the GBS for his distinguished public and community service, particularly his contribution to the promotion of rural affairs and district administration in the New Territories.  He has devoted himself to the development of Tai Po, and has been instrumental in bringing about a large number of village improvement projects.  He has also served as an effective communication link between the rural community and the Government on a wide spectrum of issues.

The Honourable Mr Justice Michael Stuart-Moore

Mr Justice Stuart-Moore is awarded the GBS for his dedicated and distinguished service in the Judiciary.  Mr Justice Stuart-Moore is the Vice-President of the Court of Appeal of the High Court and has served the Judiciary for over 15 years.  With his wide experience in criminal law, he has made significant contribution to upholding the rule of law in Hong Kong.

Mr Ho Chi-ming, Kevin, JP

Mr Ho is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community.  In particular, he has made sterling contribution in the areas of trade and financial services.  Mr Ho retired as the Permanent Secretary for Financial Services and the Treasury (Financial Services) after serving 37 years with the Government.

Dr Choi Chee-ming, JP

Dr Choi is awarded the GBS for his significant contribution to charity and community service.  He has been active in charitable activities and has made significant donations to educational, sports and community projects in Hong Kong.  Through his toy manufacturing business, he has also made valuable contribution to the local economy by bringing foreign investments into Hong Kong.

Ms Tai Yuen-ying, Alice, JP

Ms Tai is awarded the GBS for her long and distinguished public service, particularly her 10 years of devoted service as The Ombudsman.  She has made significant contribution in handling public complaints against maladministration and in improving the quality of public administration.  Her non-partisan approach in complaints handling has also earned her respect both within and outside the public service.

Dr Wu is awarded the GBS for his distinguished public and community service, particularly his contribution to Hong Kong's development as an international fine wine and dine centre.  With his enterprising spirit and innovation, he has brought diversity and modern management to the local catering industry.  He has also rendered unwavering support to furthering tourism development in Hong Kong.

Mr Yue is awarded the SBS for his exemplary and dedicated service to the Government and the Hong Kong community.  In particular, he has successfully led the Architectural Services Department through the re-engineering programme and made valuable contribution in the delivery of a number of large scale building projects.  Mr Yue is currently the Director of Architectural Services and has served in the Government for over 32 years.

Mr Lam is awarded the SBS for his dedicated and outstanding service to the Government and the Hong Kong community.  Under his leadership, the Hong Kong Observatory has played an active role as a responsible member of the international meteorological authorities and has formed close partnership with neighbouring meteorological authorities.  Mr Lam retired as the Director, Hong Kong Observatory after serving 35 years with the Government.

Mr Chan, a former Senior Pilot of the Government Flying Service, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a rescue mission to save the sailors of a yacht in distress in the vicinity of Tropical Depression Halong on May 17, 2008.  Despite the severe weather conditions, Mr Chan, as the aircraft commander, had successfully led his team to locate the distressed vessel by flying at very low altitude over a rough and unforgiving sea.  His excellent leadership and courage was instrumental in bringing the lives of four imperiled sailors to safety.  He displayed bravery, determination and a high standard of professionalism during the mission despite the danger to himself.
