Proposals invited for setting up portal for elderly

     The Office of the Government Chief Information Officer (OGCIO) today (June 30) invited expressions of interest (EOIs) with proposals for the development, management and operation of a dedicated portal for the elderly.

     A spokesman for the OGCIO said: "As announced by the Financial Secretary in his Budget Speech 2009-10, the Government is co-ordinating the setting up of a dedicated portal for the elderly to provide one-stop information service on elderly services and the silver hair market."

     "We hope that through this portal and various computer courses offered by the elder academies, the elderly will enhance their computer knowledge and ability to use digital services, thereby expanding their circles of life through the Internet," the spokesman said.

     Interested organisations providing elderly-related services are invited to submit proposals to develop, manage and operate the portal.

     The portal, expected to be rolled out in early 2010, aims at creating a platform to promote and facilitate the participation and interaction of the elderly in the online community, enabling elders to effectively connect to the rich pool of information provided by the Government, non-governmental organisations (NGOs) and the private sector, as well as matters and services around their interests. The portal can also enhance the social inclusiveness of elders and encourage active and healthy ageing. In addition, it will promote participation of service providers/suppliers in the silver hair market to generate greater benefits for elders.

     The selected organisation should set up an advisory committee to give strategic advice on the portal, and invite stakeholders, including but not limited to the Elderly Commission, elderly service related organisations, professional bodies on information and communication technology as well as the Government to participate in and oversee the implementation and ongoing development of the portal.

     Proposals can be submitted to the OGCIO by noon on July 28. The invitation document can be downloaded from the following web location: (www.ogcio.gov.hk/eng/tender/eeoi.htm).

     The OGCIO and the Labour and Welfare Bureau will jointly assess the submitted proposals. The assessment will be based on such factors as experience and ability of the organisation; quality of the proposal in terms of implementation approach (including contents and features of the Portal, application of technologies, cost effectiveness, etc); as well as strategies and measures for sustainable development of the portal (including business and financial plans, governance structure, etc).
