Ho Man Tin Outline Zoning Plan approved

     The Chief Executive in Council has approved the Ho Man Tin Outline Zoning Plan (OZP).  

     ¡§The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Ho Man Tin area,¡¨ a spokesman for the Town Planning Board said today (May 15).

     Covering about 210 hectares of land, the Planning Scheme Area (the Area) of the Ho Man Tin OZP is located in central Kowloon within the Kowloon City District. It is bounded by Boundary Street to the north, the Mass Transit Railway East Rail Line and Princess Margaret Road to the west, Chatham Road North to the south, and Lomond Road, Tin Kwong Road, the eastern slopes of Ho Man Tin Hill and Shun Yung Street to the east.

     The Area has been substantially developed and forms part of the existing urban areas of Kowloon. A site (0.21 hectare) located to the north of Argyle Street where a commercial/office building is situated is zoned ¡§Commercial¡¨.  

     Residential developments are the predominant land uses in the Ho Man Tin OZP.  About 35.09 hectares of land covering nearly all the existing high-density public and private residential developments in the Area is zoned ¡§Residential (Group A)¡¨. Existing public housing developments including Oi Man, Ho Man Tin and Sheung Lok Estates as well as Chun Man Court are mainly located in the southern part of the Area.  

     About 33.07 hectares of land in the northern part of the Area, is zoned ¡§Residential (Group B)¡¨, covering the medium-density private residential developments along Boundary Street, Prince Edward Road West and Argyle Street. Another 11.97 hectares of land with low-density private residential developments is zoned ¡§Residential (Group C)¡¨.

     Measuring 0.43 hectare, the former Ho Man Tin Police Quarter site to the north of the Kowloon City District Police Headquarters is zoned ¡§Residential (Group E)¡¨ to facilitate the site for residential development with the provision of environmental mitigation measures.

     To serve the needs of the local and district population, about 70.29 hectares of land is zoned ¡§Government, Institution or Community¡¨. Examples of the major existing facilities are the Kowloon Hospital, the Kowloon Rehabilitation Centre, the Hospital Authority¡¦s Headquarters, the Argyle Street Jockey Club School Dental Clinic and the Hong Kong Eye Hospital.

     About 13.08 hectares of land is zoned ¡§Open Space¡¨ for recreational uses. The decked-over surfaces of the existing service reservoirs have also been proposed/developed for recreation ground and open space use.

     About 0.39 hectare of land is zoned ¡§Other Specified Uses¡¨ for the existing petrol filling stations and a kerosene store. In addition, slopes along the south-eastern boundary of the Area are zoned ¡§Green Belt¡¨, covering 7.54 hectares.

     The approved Ho Man Tin OZP No. S/K7/20 is available for public inspection during office hours at the Town Planning Board Secretariat, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office and the Kowloon City District Office.
