In relation to the disciplinary actions taken against relevant staff on the incident of missing a baby body, the spokesperson of Pamela Youde Nethersole Eastern Hospital (PYNEH) made the following announcement today (Tuesday, 31 March 2009):
In accordance with the Hospital Authorityˇ¦s human resources policies, the Hospital Chief Executive (HCE) of PYNEH has appointed a Committee of Inquiry (COI) to look into the case and to give its recommendations to her on the disciplinary action(s), if any, to be taken against the Administrative Assistant (AA).
The COI has completed the inquiry and submitted its report to HCE, PYNEH. The Committee has found the allegation of grossly unsatisfactory performance on the part of the AA substantiated and that he is no longer suitable to be appointed at the rank of AA. In this connection, it has recommended to remove him from the rank of AA and appoint him to a lower rank of Clerk I.
After careful consideration of the report of the COI, HCE, PYNEH had approved its recommendations. The AAˇ¦s appointment to a lower rank of Clerk I will take effect from 1 April 2009.
A Mortuary Officer has been newly recruited to strengthen monitoring and operation of the Mortuary. The staff will report duty in early June 2009.
As far as the prosecution of the Mortuary Technician is concerned, PYNEH will provide assistance to the relevant parties as and when necessary.
PYNEH has implemented the recommendations made by the Investigation Panel. On-going efforts are being made to review and improve the effectiveness of both the systems and procedures as well as to enhance staff training and culture building for mortuary staff.
