Draft South West Kowloon Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft South West Kowloon Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the South West Kowloon area," a spokesman for the Town Planning Board said today (March 20).

     The Planning Scheme Area covers a total area of about 402 hectares comprising 332 hectares of land and 70 hectares of typhoon shelter.  

     An area of about four hectares is zoned "Commercial" ("C") for commercial developments.  This zoning covers two sites adjacent to the Airport Railway Olympic Station, namely the Hong Kong and Shanghai Banking Corporation Centre bounded by Sham Mong Road, Pok Man Street and Hoi King Street which is zoned "C(1)", and the Olympian City One and Bank of China Centre on Hoi Fan Road which is zoned "C(2)".

     About 31 hectares of land is zoned "Comprehensive Development Area" ("CDA") for comprehensive development/redevelopment for residential and/or commercial uses with the provision of open space and other supporting facilities.  This zoning is to facilitate appropriate planning control over the development mix, scale, design and layout of development, taking account of various environmental, traffic, infrastructure and other constraints.  It covers two "CDA" sites to the south of Jordan Road including the Airport Railway Kowloon Station site and a site to its east bounded by Lin Cheung Road, Jordan Road, Road D1 and Austin Road West, as well as another three ¡§CDA¡¨ sites between Yen Chow Street West and Hing Wah Street West including the West Rail Line Nam Cheong Station site, a site to its west along Sham Mong Road, and a site at the junction of Sham Mong Road and Fat Tseung Street West.

     The "Residential (Group A)" ("R(A)") zoning covers about 48 hectares for high-density residential developments.  These "R(A)" zones are further divided into 10 sub-zones, each with its own development restrictions as stipulated in the Notes of the OZP.  Most of the "R(A)" sites have been developed, with the exception of sites at Hoi Fai Road, junction of Cherry Street and Hoi Wang Road, junction of Hoi Wang Road and Yan Cheung Road, and to the east of Road D1 between Jordan Road and Austin Road West.

     A site of about two hectares at Yen Chow Street West is zoned "Industrial" which has been developed for godown and open storage uses.

     The "Government, Institution or Community" zone covering 31 hectares is intended to provide government, institution and community (GIC) facilities to serve the needs of local residents and, where appropriate, those in the adjoining districts.  Major GIC uses include Government depots and offices, markets, public carparks, clinics, social welfare facilities, indoor recreation centres, magistracy, electricity sub-stations, telephone exchanges, police stations, schools, pumping stations and a gas pigging station.

     An area of about 23 hectares is zoned "Open Space" to provide outdoor open-air public space for active and/or passive recreational uses.  Major open spaces include Nam Cheong Park and Cherry Street Park, as well as the planned open space to the north of Kowloon Station.

     About 79 hectares of land is zoned "Other Specified Uses" ("OU").  This zone covers a site of about 40 hectares for the development of West Kowloon Cultural District (WKCD).  A Development Plan for the WKCD will be prepared by the WKCD Authority in accordance with the development parameters stipulated on the OZP.  The zoning also covers other "OU" sites such as the Western Harbour Crossing Toll Plaza, the Cheung Sha Wan Wholesale Market Complexes Phases I and II, and the Yau Ma Tei Public Cargo Working Area.

     The approved South West Kowloon OZP No. S/K20/22 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office, and the Yau Tsim Mong and Sham Shui Po District Offices.

     Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan can be viewed at the Town Planning Board¡¦s website (www.info.gov.hk/tpb).
