Appointments to Rehabilitation Advisory Committee

     The Government today (January 23) announced the appointment of four new members to the Rehabilitation Advisory Committee (RAC). All the appointments will take effect from February 1, 2009.

     The four new members are Miss Ophelia Chan Chiu-ling, Dr Timothy Chan Wing-leung, Mr Philip Lee Kar-fai and Mr Ma Fung-kwok.  

     Miss Ophelia Chan had served in the Social Welfare Department for 38 years before her retirement in 2006 and has in-depth knowledge and experience in rehabilitation work. Dr Timothy Chan is a Business Director of the Hong Kong Council of Social Service. He has considerable knowledge and experience in rehabilitation services, particularly in the area of mental health. Mr Philip Lee is the Chairman of the Hong Kong Society for the Deaf. With knowledge in the business, legal and rehabilitation fields, he will be able to help promote cross-sectoral partnerships in taking forward the development of rehabilitation services. Mr Ma Fung-kwok is the Chairman of the Hong Kong Arts Development Council and a member of the Board of the West Kowloon Cultural District Authority. He will be able to tender useful advice on the development needs of persons with disabilities in arts and culture.

     Their professional background and vast experience in community service will be a great asset to the RAC. The Secretary for Labour and Welfare, Mr Matthew Cheung Kin-chung, welcomed the appointments of the four new members.

     The RAC was set up in 1977 to serve as the principal advisory body to the Government on the development and implementation of rehabilitation services and matters pertaining to the well being of persons with disabilities in Hong Kong. With the application of the United Nations Convention on the Rights of Persons with Disabilities to Hong Kong since August 31, 2008, the RAC has also taken on the new role of assisting the Government in promoting and monitoring the implementation of the convention in Hong Kong.
