The Government today (January 12) announced that Deputy Director of Accounting Services Mr Li Kwok-tso will succeed Mrs Lucia Li Li Ka-lai as Director of Accounting Services with effect from January 16. Mrs Li will proceed on pre-retirement leave the same day after 32 years of service with the Government.
Commenting on Mr Li's appointment, the Secretary for the Civil Service, Miss Denise Yue, said, "Mr Li has extensive knowledge in the profession of accountancy and treasury work as well as proven administrative and leadership skills. I am confident that he will be able to lead the Treasury to meet the challenges ahead and continue to deliver quality service to the public."
On the retirement of Mrs Lucia Li, Miss Yue said, "Mrs Li has served with zeal and commitment in the civil service throughout the years. As the Director of Accounting Services, Mrs Li has strived to achieve the mission of the Treasury and devoted sustained efforts to enhance the professional service of the Department in supervising the Government accounts and rendering public service. Her leadership in the implementation of the Government Financial Management Information System project for the effective management of public finance is commendable. We sincerely wish her a happy retirement."
Brief biographical notes on the two officers are set out below:
Mrs Lucia Li Li Ka-lai

Aged 54, Mrs Li joined the Government as an Accounting Officer II in December 1976. She was appointed as a Treasury Accountant in April 1980. She was promoted to Senior Treasury Accountant in July 1985, to Chief Treasury Accountant in December 1989, to Assistant Director of Accounting Services in June 1994 and to Deputy Director of Accounting Services in June 2001. She has been the Director of Accounting Services since October 2003.
Mr Li Kwok-tso

Aged 57, Mr Li joined the Government as a Treasury Accountant in March 1977. He was promoted to Senior Treasury Accountant in June 1980, to Chief Treasury Accountant in July 1985 and to Assistant Director of Accounting Services in September 1992. In May 2004, he was promoted to Deputy Director of Accounting Services.
