In preparation for the New LegCo Complex at Tamar, The Legislative Council Commission ("the Commission") has approved the conduct of an information system study to develop a strategic plan to improve the current IT environment in the Legislative Council and prepare a roadmap for the integration, migration and long-term development of IT facilities in the new Complex. The Commission has also approved the appointment of a team of IT specialists to undertake this study, which is expected to last for one year.
The new team will comprise seven IT specialists who will work in three sub-teams on three different areas of study: network, server/emails and application. Each sub-team is headed by an "Information Technology Officer" who will be assisted by one or two "Assistant Information Technology Officer" to conduct different areas of study under the supervision of the working team leader. Recruitment for these IT posts has just started. Deadline for application is January 5, 2009.
"The minimum requirement for Information Technology Officers is a degree in Computer Science or equivalent plus six years of relevant experience," a spokesman of the Legislative Council Secretariat explains. "The monthly salary is $38,470."
The advertisement also drew attention to holders of sub-degree in Computer Science who are qualified for appointment as Assistant Information Technology Officers. "This is the second time this month we have included the qualification of sub-degree in our recruitment advertisements. The other relates to the recruitment of accounting personnel. We wish to send a clear a message that the qualification of a sub-degree is given due recognition in the public sector," the spokesman said. The minimum requirement for Assistant Information Technology Officers is a diploma in Computer Science or equivalent with at least five years of relevant experience. The monthly remuneration is $21,880.
"We believe the undertaking of the IT study will provide great challenge as well as job satisfaction to the potential appointees. The study will involve a lot of understanding of the daily operation of the Legislative Council. It also demands a high level of creativity and innovation for developing a system to facilitate the work of the Legislature. Although the appointment is only for one year, the experience gained from this study will definitely be beneficial for their long-term self-development and will be most relevant if they wish to pursue a career in the Legislative Council Secretariat."
