Draft Kennedy Town and Mount Davis Outline Zoning Plan approved

     The Chief Executive in Council has approved the draft Kennedy Town and Mount Davis Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use planning framework to guide the development within the Kennedy Town and Mount Davis area," a spokesman for the Town Planning Board said today (November 14).

     The Planning Scheme Area, covering an area of about 172 hectares, is bounded by the Belcher Bay to the north, Sulphur Channel to the west, Hill Road and Pok Fu Lam Road to the east, and Mount Davis Road to the south.   

     About 23.11 hectares of land in the Area is zoned "Residential (Group A)" ("R(A)") which is intended for high-density residential development. It includes two public housing estates, namely Sai Wan Estate and Kwun Lung Lau, and private developments located mainly at the eastern part of the Area.  Three "R(A)" sites, including The Belcher's, The Merton and La Maison Du Lord, are designated as "R(A)1", "R(A)2" and "R(A)3" sub-areas respectively which are subject to gross floor area restrictions and requirements to provide public open space and/or Government, institution or community facilities.  About 7.91 hectares of land is zoned "Residential (Group B)" for medium-density residential development, which includes the Hillview Garden to the north of Pok Fu Lam Road, the residential sites along Mount Davis Road and Victoria Road, and a site at Lung Wah Street.  About 2.1 hectares of land is zoned "Residential (Group C)" ("R(C)") for low-rise, low-density residential developments, which is subject to plot ratio (PR), building height (BH) and site coverage restrictions.  The "R(C)" sites at Sands Street, Tai Pak Terrace, Li Po Lung Path, Ching Lin Terrace and To Li Terrace are designated as "R(C)1" sub-area under a maximum PR of 5 and a maximum BH of 12 storeys to address the problems of loading/unloading, limited emergency vehicular access and fire safety concerns.   Two industrial buildings and a piece of vacant land at Sai Ning Street are zoned "Residential (Group E)" (0.22 hectare) to encourage the phasing out of the existing industrial uses.

     A site at Forbes Street is zoned "Comprehensive Development Area(1)" (0.52 hectare) for comprehensive development with the provision of public open space, community facilities and a pedestrian escalator link connecting Lung Wah Street with Forbes Street through Kwun Lung Lau.

     A site currently occupied by godowns and wharf facilities along Sai Ning Street is zoned "Industrial" (0.76 hectare).  A number of sites are zoned "Government, Institution or Community" (30.99 hectares) to serve the local and district needs for such facilities.  About 5.34 hectares of land is zoned "Open Space" for provision of outdoor open-air public space.

     Sites allocated for various specific uses are zoned "Other Specified Uses" ("OU") (about 8.42 hectares), which include the Western District public cargo working area, a public cargo handling area at Sai Ning Street and a pier to the east, a petrol filling station at Victoria Road, the Chiu Yuen Cemetery, and the above-ground ancillary facilities of the Island West Refuse Transfer Station.

     The former Mount Davis Cottage Area is zoned "Undetermined" (3.62 hectares) and its use will be further studied taking account of the final alignment of Route 7 (currently known as Route 4).  The rest of the Area is zoned "Green Belt" (69.34 hectares), which mainly comprises the sloping area in Mount Davis.

     The approved Kennedy Town and Mount Davis OZP No. S/H1/16 is now available for public inspection during normal office hours at the Secretariat of the Board, the Planning Enquiry Counters of the Planning Department in the North Point and Sha Tin Government Offices, the Hong Kong District Planning Office and the Central & Western District Office.
