The Chief Executive in Council has approved the draft Kwun Tong (North) Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use framework to guide development and redevelopment within the Kwun Tong (North) area," a spokesman for the Town Planning Board said today (November 14).
The Planning Scheme Area, covering about 171 hectares of land, is bisected by Anderson Road. The land above Anderson Road is occupied by the Anderson Road Quarry which is subject to a quarry and rehabilitation control up to late 2013, while the land below Anderson Road and above Po Lam Road (the ex-quarry site) has been identified as a potential site for housing development. The land below Po Lam Road has been developed into Po Tat Estate, a public housing development.
About 25 hectares of land is zoned "Residential (Group A)" for housing development, including the seven sites below Anderson Road which are subject to development restrictions as stipulated in the Notes for the zone.
About 4.5 hectares of land is zoned "Government, institution or community" (G/IC) to provide land for various GIC facilities for local residents and those in adjoining districts. Major proposed GIC developments include primary and secondary schools, an electricity sub-station and a fresh water pumping station. A site near the junction of Po Lam Road and Sau Mau Ping Road is reserved for temple development and provision of public sitting out areas.
To facilitate the implementation of the quarry operation and rehabilitation works above Anderson Road as well as the landscaping works for the slopes around the development platforms for the ex-quarry site, about 107 hectares of land is zoned "Other Specified Uses" annotated "Mining and Quarrying" and "Amenity Area".
About 18 hectares of land is zoned "Green Belt" covering the steep hill slopes in the southern and northern parts of the Area to preserve their natural state. About three hectares of land is zoned "Open Space" to provide land for active and passive recreational uses.
The rest of the area, about 14 hectares, is reserved for road use.
The approved OZP No. S/K14N/11 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office, and the Kwun Tong District Office.
