Judicial appointments and extension of service

The following is issued on behalf of the Judiciary:

     The Judiciary today (September 9) announced the appointment of the Honourable Mr Justice Michael John Hartmann, Judge of the Court of First Instance of the High Court, as Justice of Appeal of the Court of Appeal of the High Court with effect from September 10, 2008, and the extension of his judicial service beyond his statutory retirement age for three years up to July 2012.

     The appointment to the Court of Appeal of Mr Justice Hartmann and the extension of his judicial service are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.  

     The Honourable Mr Justice Andrew Cheung Kui-nung is appointed to take over as the Judge in charge of the Constitutional and Administrative Law List of the High Court.

     Also, the Honourable Mr Justice Johnson Lam Man-hon is appointed to be the Judge in charge of the Probate List of the High Court.

     The biographical note of Mr Justice Hartmann is as follows:

     Mr Justice Hartmann was born in India in 1944.  He obtained an LL.B. from the University of London in 1967 (obtained at University College of Rhodesia, an external college of London).  He was admitted as an attorney, notary and conveyancer in Zimbabwe in 1971.  He joined the then Legal Department in Hong Kong as Crown Counsel in 1983, and was promoted to Senior Crown Counsel in 1984 and Deputy Principal Crown Counsel in 1989.  He joined the Judiciary in 1991 as District Judge and was appointed Judge of the Court of First Instance of the High Court in 1998.
