Senior appointment

    The Government announced today (July 15) that Mr Duncan Pescod, Special Representative for Hong Kong Economic and Trade Affairs to the European Communities, will take up the post of Permanent Secretary for Commerce and Economic Development (Communications and Technology). He will succeed Mrs Rita Lau Ng Wai-lan who has been appointed Secretary for Commerce and Economic Development.

    Commenting on the appointment, the Secretary for the Civil Service, Miss Denise Yue, said,"Mr Pescod is a seasoned Administrative Officer with rich experience in public administration and proven leadership and management skills. I have every confidence that he will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his colleagues to meet the challenges ahead."

    Brief biographical notes on Mr Duncan Pescod are set out below:

    Aged 49. Mr Pescod joined the Administrative Service in August 1981, and rose to his present rank of Administrative Officer Staff Grade A in April 2007.

    Mr Pescod has served in various bureaux and departments, including the former Home Affairs Branch, the former Security Branch, Lands Department, the former Urban Services Department, the former City and New Territories Administration and the former Civil Service Branch (later renamed Civil Service Bureau). He was Deputy Commissioner for Tourism from June 2001 to November 2004, and Head, Efficiency Unit, from November 2004 to February 2006. He has been Special Representative for Hong Kong Economic and Trade Affairs to the European Communities since March 2006.
